To value and promote education is the foundation of a nation.Han Fuju,a local warlord,had the longest reign of Shandong during the Republic of China;it was over seven years,from his administration of Shandong from Sep.1930 to Jan.1938 being executed,in which he stabilized the society gradually with a series of political plans so that provided a good social environment for the recovery of education.Han Fuju,a controversial person in the history,had taken a series of educational measures to popularize and develop education so as to strengthen his power in Shandong while he was always regarded as a historical "clown" and villain in the modern history of China.Han confirmed his dominant position in Shandong step by step through discriminating against those who held different views in order to take charge Shandong as a"independent state";meanwhile,he paid more attention to education and talents cultivation and held many featured educational activities in Shandong.In 1930s,with Han's domination,efforts from various people had put Shandong education of various types at various levels developed in a degree and even presented ephemeral prosperity.Han penetrated his individual will and governing ideals into educational process,and thus it was characterized as the unique education run by local warlords at that time.To analyze and study Han's educational activities in Shandong is actually to explore the relationships between educational development and politics,economy,culture from the perspective of political sociology;to deeply think about the external conditions and inner mechanisms of regional education development during the period of Han Fuju could help to deepen the understanding of the law of regional education development of contemporary China.The introduction focuses on the origin and research value of the topic,untangles the research status,and explains the key concepts,theoretical references and research methods,so as to lay the foundation for the whole thesis.The chapter one is the"social background and internal motivation of Han Fuju developing education in Shandong as a leader".The social background is analyzed from the perspectives of social condition,economic background and culture-education-ecology.The external driving force and internal motivation are investigated in several dimensions,including the long tradition of initiating education in Shandong,the demonstration of Wu Xun setting up Charitable School,the effect of the popularity of education initiated by local warlord,Han Fuju's interest in the tradition of valuing culture and education,the scheme and promotion of cultural and education staff,the political demand of powering and stabilizing Shandong,and so on.The chapter two is "to actively set up the primary education that emerge the foundation".Various safeguards are untangled that Han provided to implement compulsory education;the developmental status of compulsory education is focused in many aspects,such as fund raising,teaching situation,teachers' training,supervision mechanism,educational experiments,rural elementary schools,short-term elementary schools,and so on.The chapter three is "to propose the development of secondary education".Primarily,clarify Han's expectation for middle school training objectives;generalize and analyze respectively the development of common middle schools,vocational education,and normal education;especially,present vividly the details of students' military training and rural servers' training during the time of Han's administration so as to highlight middle-school students' social service function in that time.The chapter four is "valuing the higher education to promote elite cultivation".Clarify specific activities of Han's initiating higher education in Shandong and the development of overseas education;Rural Construction College,the experimental field of Han's higher education,as a case,is studied to explore the educational practice that Han did to develop counties and train rural service talents so as to provide a historical reference for setting up rural education nowadays in some degree.The chapter five is "implementing dominantly social education for rural reform".Exploring Hanis idea ofsocial education,analyze the general practice situation of Shandong social education instructed by his idea;totally put Shandong social education in order,including teaching subjects,teaching contents,educational activities,education guarantees,and so on;pay more attention on social education during the time of rural construction movements and traditional culturaleducation proposed by Han in order to find beneficial experience of which Han combined social education with politics,economy,culture and social development,so as to benefit rural education development,construction of life-time education system,and Chinese outstanding traditional culture education.The chapter six is "the character,effectiveness and disadvantages of Shandong education under the leadership of Han Fuju".Rethink and summarize the facts of Han initiating education in Shandong;generalize the character and effectiveness;meanwhile,point out the disadvantages and regrets according to Han's educational practice,and gradually deepen the understanding of the development law of Shandong education aiming to provide some reference and enlightenment for current education.In the conclusion part,analyze and summarize Han Fuju's education practice in Shandong and also generalize the inspiration for today's education.
