Research On Vietnamese Sport For All Management System In The Beginning Of21St Century

Sport for all management is a kind of social activity which fulfills the general goals of Sport for all, during which all the elements and resources related to Sport for all, such as human resources, capital and material resources and information as well as time consumption, should be reasonably planned, organized and controlled to its ultimated level. Moreover, from the economical angle, it is a public product.. The manufacturers and suppliers of this kind of social activity includes: the government, private enterprises and the third sector. While the system of Sport for all management is to divide the rights and responsibilities between various of suppliers and maintain its operation function well. According to the theory of public economy, this thesis is focusing on the study of the system of Sport for all management in Vietnam through document-data method, experts interview method, and questionair survey method, etc.The development of Vietnam's Sport for all management closely relates to its4000years long history, there are five stages:stage1, from the establishment of the nation to the prelude of France's invation(before1858), Franch colony period (from1858-1945), Anti-French period (from1945-1954), Anti-American period(from1954-1975), Post-liberation period(from1975-2000). And no matter in which period of time, people in Vietnam showed their great enthusiam for sports, and actively participated in all kinds of sports. Whereas the management system of Vietnam's Sport for all is oriented by political purposes, with the state of Sport for all remains in self-trigued and self-cared.After entering21century, with the opening up issues of the government, the general elevation of the nation's comprehensive strength, the progress of society and the rising of the mass'living standard, the need of mass sports is swelling enormously. Meanwhile, the marketlization trends in those ares, which functioned as welfare sectors, such as education, health, and literacy industry is giving a boost to the development of the Sport for all management system in Vietnam, and at the same time, imposing challenges as well. Currently, the system of Sport for all management in Vietnam includes government management system and social management system, and mostly depend on the fomer. And the system covers from the center to county, while the town level right now still have not gotten a Sport for all management organization yet but a part-time cadre. Theoretically, social management system does exist but still in inferior stage, and without actual activities implementation. Various of basic sports organization (clubs, sports nods) fundamentally remians in self-trigued and self-cared state. Thus right now, the problems of the system of Vietnam's Sport for all management are:insufficient ability of the system of government management, and the shortage of basic management organization; no practical action of social management system; chaoes in social and government management system; lack of coordinative operation and organic association between the social management system and the government management system. And all the above problems stagnate Vietnam's development in early stage, and remains in the government orientaion.This thesis mostly reccommends that:changing of the duty of government management system, focusing on macro management, service, and surveillance, and creating good activity envronment for other sectors, while the relatively micro organization activities should leave to large range of social organizations and private enterprises to tackle. Reinforce various of and all levels of social sports organization; reinforce the postion of private enterprise and boost sports industry; establish organic network and coordinative operation schemes within government management system, social management system and basic organizations.
