Teachers shoulder the responsibility of cultivating qualified citizens. Their efforts directly concern their motherland's fate and future. The most valuable resource in high school is teacher. So the management of teachers is the emphasis in university management system. Driving on faculty management is to arouse their initiative, do themselves justice in teaching, research and social service which is the foundation of internal cohesion in high school, along with the continuous development, faculty construction and management with improving teachers quality at its core draw the whole world's widely attention. All countries take effective measures to strengthen the faculty construction and management system.Vietnam as a socialist country, adopt planed economy management system for a long time, so is the faculty' management. With this system, faculty have been short of autonomy and enthusiasm. Since the reform and open in the year 1986, when is 30 years ago from now, Vietnam's high education has owned great achievements, at the same time, with university innovation, the reform of Faculty Management of Public University system deepen and advance unceasingly. However, there are still so many problems unsolved in the university faculty management system:faculty in public university system can't satisfy the increasing scale of high education, too much demand from the central government and the departments in charge of education, the lack of faculty management autonomy in public university. Faculty Management of Vietnam Public University System has been the focus topic in the Vietnam's public higher education management system reform recent years:hoping that university firmly establish scientific development concept, face the experience in the process of team building, formulate the science and reasonable development, improve the management system, boost teacher team vigorous growth. Vietnam's university are being at the transformation trend so the reasonable faculty recourse management system is need urgently. Facing the prospects of education reform that need to reach the international standards, Vietnam's demand a new faculty recourses management system. This thesis combines the theory and the practice, try to probe into how to solve the problem in management system of faculty in public universities of Vietnam. The researching method in this paper is literature review, survey procedure, comparing test, systematical analysis. Push the research of public university faculty management system reform in Vietnam which is meaningful:help broaden and deepen the research of high school faculty management system; secondly, provide a series of improving measures; thirdly, provide the corresponding reference for government and educational administrative departments in Vietnam at all levels about the macro management of public university; at last, drive the theory and practice research public university faculty management system.To obtain those target, this paper is according to the thought of "theoretical research——situation analysis——comparative analysis——revelation——reference and reconstruction". Except the introduction and conclusion, the paper contains five parts.The necessity and meaning of the Study on the management system of faculty in universities of Vietnam are brought up in the introduction part. Combing the current research finding and situation of world, China and Vietnam can seek for the referential experience and find out problems unsolved yet. The introduction also illustrates the methods, focus, difficulties, innovation, approach and framework of the research.The paper analyzes the appropriateness of related research theory of faculty management system:discuss the directly concerned research view on faculty management system's basic concept and theory which conclude regulations, faculty, faculty management and management system. At the same time, this paper also proves the involved theory foundation. On the base of the widely collection of related theory materials, the paper brings out a new thinking mode of knowing faculty management system. The new thinking mode is a important part of all university system, which contains:faculty qualification system, faculty post system, faculty appointment system, faculty training system, faculty evaluation system, faculty payment system. All of them form a complete faculty management system.Analyzing the current situation of Vietnam's public university faculty management system dynamically and statically, the paper demonstrates the current situation of faculty management system in Vietnam's public universities, which include:institution, project, recruiting, allocation, training, evaluation and the treatment system such aspects about Vietnam's public university faculty management.The above content is necessary for the summary of international faculty management system's basic situation. The paper take America, Britain, Germany, Japan, Canada as example to illustrate the fundamental state of developed country. The other important content is analyzing the current state of China's faculty management system, pointing out principal matter of contemporary faculty management system and find out the primary cause. Through studying certain strategy which strength then china's faculty construction and management, thus sum up the experience of international and china's faculty management system.Through the evaluation of the current situation of Vietnam's public university faculty management system and in contrast with above theory of university faculty management system, the analysis of current sate of Vietnam's public university faculty management system, taking researcher and specialist on educational management as reference, the paper points out the disadvantage and strength, chance and challenge of contemporary public university faculty management system in Vietnam, broaden the new thinking field of public university faculty management system in Vietnam.At last, the paper analyzes the measure of public university faculty management system. According to above analysis, this thesis points out the fundamental principle about reference to experience of international faculty management system reform, puts forward improving measures on public university faculty management system and checks the necessity and practicability of those measure.The conclusion and suggestion part sums up the above parts, then proposes advise of constructing university faculty management system to all education levels in Vietnam.
