The Methodology Research Of Higher Education Quality Management Based On The Index Method

As the appearance of the diversification era, the transformation of higher education operating environment, and the introducing of modern management science, new requirements have been put into higher education management. The time of systematic quality management has been coming. It's inevitable that the quality of higher education will enter into the modern quality management. At present, the evaluation paradigm is entrapped into using1-dimensional thought to solve the multi-dimensional problems, which can't fulfill the requirements of the time. Then, the conflicts of multi-value, the evidence of quality and continuous improvement of quality can't be solved thoroughly. It's urgent to construct the theory of higher education quality management and create the management method. The research has explored the nature of higher education quality management, and developed a new management method and operating system based on the index method.The research focuses on the quality management method. The process adopts the perspective of history and realistic into the theory construction and method innovation and finally practice validation.The research starts from the review of evolution of higher education quality management, and then analyzes the four stages of HEQM, which are expert assessment, quality measurement, quality assessment, and quality assurance. The analysis results show that the quality management in higher education is equal to quality measurement and quality assessment, which are under the frame of evaluation paradigm. Until the coming of quality assurance, the paradigm is shifting from evaluation paradigm to management paradigm, which has led to the research.In reality review, the research discussed the necessary to develop a new method. According to the review of methodology and validation, the research distinguished the advantages in ideology and limitations in operation. Then the research discussed the problems the HEQM is facing, which can't fulfill stakeholders requirement. Besides, the HEQM hasn't the function of diagnosis, analysis and support improvement. So it's quite urgent to develop a new method and operation system. In the theory construction, the research focuses on the exploration of the nature of HEQM, and builds a theory foundation for methodology development. During the nature exploration, the research has discussed the method, target and realizing logic. From the perspective of philosophy, the research has discussed the quality view, assessment view and management view of higher education quality. The three core views have defined the principles, the realizing method to manage higher education quality. Based on the frame of quality management, the research defined the core characteristics of HEQM:systematic, dynamic, diagnostic, flexibility and expansibility.In the methodology innovation, the research has distinguished the principles and steps of compilation of index through the index application in economic field. At the same time, the research has developed the index management ideology. According to the methodology design, implication interpretation, comparison to existing method and feasibility analysis, the research finally builds the HEQM model with index methodology.Based on the nature exploration and index method study, the operating system has been developed and discussed in detail. Two considerations have been emphasized in order to deploy the method successfully: one is to respect the characteristics of higher education and combine the evaluation ideology; the other is to build the assurance mechanism, which includes ideal assurance, culture assurance, organization assurance, staff assurance and technology assurance.Finally, in the period of validation, the research presents two applications:higher education college quality management and regional education quality management. The applications are to enhance the understanding of the method and operating system and prove the applicability.
