As an important part of curriculum science, university curriculum management, domestic and foreign alike, is a field of study that requires intensified research efforts. In our nation, due to the persistent neglect of this field and with the gradual emergency of the market economy and the nation's imminent entry into the WTO, this field urgently requires more research efforts so that university education can meet the challenges posed by economic globalization and integration.In the practice of university curriculum management in our nation, the accumulation of experience is not insufficient; what we are short of is meaningful experience accumulated under the guidance of theories. Therefore, research on university curriculum management and theories is crucial while the linkage of theory to practice and the conversion of theory to a concrete management method are equally important. This is the whole reason for our choice of "theory and practice" as the starting point for research on university curriculum management. It is defined as research on applied theories."Theory and practice" is explored from two aspects. On one hand, it is the basis of curriculum management. It includes theoretical basis, situational basis and personality basis; among them, the theoretical basis is subdivided into basis of management science, basis of psychology and basis of philosophy. On the other hand, it is the process of the curriculum management and include the determination of university education aims, the establishment of specific talent cultivation objectives, the selection of curriculum content, the organization of curriculum content, and the evaluation of the overall planning of university curriculum.Whether it is the basis or process of curriculum management, each part of the research effort involves severe difficulty and includes the summing-up of some of the research achievements of "trailblazers" and creation and innovation based thereon. Such creation and innovation, above all,manifest on the bases of constructing curriculum management. Afar as the research on curriculum science is concerned, it is usually based on sociology, psychology and philosophy. Such a basis is merely theoretical because the nature of curriculum as a science is theoretical research. Then, on what basis shall the research on the theory and methodology of curriculum management be based in order to reflect the nature of the research on its applied theory? We believe that the primary content of management is people,- things and events and that curriculum management is no exception. In curriculum management, the basis for managing "people" lies with managers and their personality traits, the basis for managing "things" lies with situation-the supporting conditions for curriculum management, and the basis for the occurrence of "events" are certain theories. Thus, the basis of curriculum management is no longer "purely" theoretical, but consists of theory, situation and personality. Even in the construction of theoretical basis, we haven't chosen "copying"; instead, "reconstructing" has been selected as the means. Such a "reconstructing" is mainly symbolized by the accentuation and development of "management" features; on one hand, the basis of management science replaced the basis for sociology in the "traditional" sense of the term; on the other hand, the basis for psychology and philosophy has been reconstructed in term of management.Secondly, creation and innovation manifest themselves in the process of constructing curriculum management. If the process of curriculum management is treated as an ordinary process of management, it is usually divided into four basic steps, namely, "planning, organizing, execution and evaluation". However, in our eyes, curriculum management is decision-making on curriculum and curriculum management activities comprise a series of curriculum decision-making.
