As the most animated element of the curriculum management system, school curriculum management is of great significance to the successful accomplishment of the curriculum, the promotion of the teachers' professional proficiency as well as the strengthening of the curriculum adaptation. Traditionally subjected to centralized curriculum management, China's school authorities enjoyed extremely limited power in curriculum management. Since 1980s, local governments and school authorities have been endowed with more and more autonomous power with the progression of China's educational reformation. A tri-level joint management system of state, province and school was explicitly advanced in The Compendium of Basic Education Reformation (Under Revision) issued by State Ministry of Education in 2001. The reformation not only challenges the curriculum management system of primary and middle schools in China, but also makes it practical to conduct research on curriculum management.The first section of the dissertation is devoted to the introduction to the background, significance and purpose of the present study as well as the current state of research on the subject matter.In the second section, based upon the historical development of basic curriculum management system since the founding of the People's Republic of China, the dissertation approaches the historical development from four stages: 1) the founding of the centralized curriculum management system; 2) the adjustment of the centralized system; 3) the curriculum management in "Cultural Revolution" period and 4) the founding and development of the tri-level joint management system of state, province and school. Meanwhile, some major problems are pointed out concerning the management system in primary and middle school in China, namely the lack of management consciousness, the dependence upon the administrative devices, the narrowing of the curriculum management and the limitation of managers' and instructors' roles to controlling and accomplishment.The third section of the dissertation focuses upon the analyses of some elements that affect the school curriculum management such as cultural convention, politicalYang Zhongshu The Study on Curriculum Management in Schoolconstruction as well as administrative theory. Firstly, due to the influence of traditional Chinese culture that values morality, ethnics and the harmony between employers and employees, little emphasis is not only put upon the development of the managers' professional proficiency in primary and middle schools, but upon the performance of instructors' creativity in the process of curriculum accomplishment. Secondly, the joint school management system between central and local governments bears different characteristics and is shaped by the political construction. In the end, scientific management theory not only lends rationale to the management system, but challenges the system with different difficulties.In the fourth section, in light of the theory of organization structure and organization culture, the dissertation first analyzes that the management system is shaped by school organization structure from two aspects: the labor division and sectionalization of school organization as well as the division of power in school organization. On one hand, although the school system based upon the discipline division is effective and clear in responsibility sharing, it cannot adapt itself to the demand of curriculum integration and overall development of learners. On the other hand, power-centralized management system facilitates the administration and harmonization on one hand but frustrate instructors' enthusiasm in school curriculum management and development on the other hand. Secondly, based upon the analyses of three hypothesis of school organization: the hypothesis of the humanity organization, the hypothesis of the inter-personal relationship and the hypothesis of the nature of education, the dissertation deals with the affect of school organization culture on the management.
