This thesis breaks the conventional way of study on university system reform and introduces modern management concepts based on traditional university management theory. It uses Business Process Reengineering/Improvement (BPR/BPI) thinking for reference and discusses university management reform from a new point of view. Connecting with the actual circumstances of university in our country, the thesis analyzed the core process of university all-sided and proposed strategies of Management Process Improvement (MPI) of university.The study includes three parts mainly: management process analysis, MPI strategies research and HG university's teacher resource MPI. In first part, based on university's function and reform objective, it analyzes the core process and its sub-processes of university and proposes the objective and essential thread of MPI. In second part, it proposes implementation measures and contents of university's MPI and discusses how to adjust organization structure and conquer reform resistance. In third one, it chooses teacher resource management process as preferential improvement process from HG university and sets up process-oriented system of teacher resource management.The thesis uses process analysis and improvement measures to solve university management problems. It aims to open another door for university reform in our country and change the status in quo that system reform is always emphasized on but actual running process is overlooked.
