It is educational funds that play an important part in the development of educational courses. However, due to some causes, the educational finance history hasn't been given enough attention. And because of lacking historical reflection on this, many problems have been arising in education field. Consequently, China is in want of educational funds, and the educational structure is not perfect. Equal education opportunities and education disbursements are not provided to every concerned citizen. This research employs the principles of finance, from an angle of educational history, to explore the educational funds in China, and to roughly describe the sources, allocation and management of the educational funds. The author also focuses on deciphering the society's, especially the leaders' complex thoughts of the investment in education, and tries to expose the development tendency of the educational finance history. On the basis of that, the paper predicts the future educational financial policies in China.The thesis is divided into five parts.The Introduction. In this part the author explains why he chooses this research field. And the earlier research achievements in respect of the educational financial history are presented. Also, the author narrates the goals and the meanings of the research and the methods he tries to use as well.Chapter 1: The Development of The Management Constitution of Educational Funds. In this part, the author describes the vicissitudes of management constitution of the educational funds since 1949, from the angles both of the management system and the financial system. Three management constitutions have been undergone, and they are closely related to the reform of financial constitution. The management authority has been decentralized. A multilateral-investment pattern has been formed.Chapter 2: A Quantitative Analysis of Educational Funds. In this part, the author discusses the educational investment from many angles of view by quantitative analysis. The amount of the educational investment has been rising all the while; the rates of budgetary educational funds to national treasury disburse and GDP have been rising greatly, educational cost per student and educational investment per capita have been rising enormously. All this shows that all the Chinese citizens, especially the Chinese government, have done a lot for the rise of educational funds. However,compared with the average investment of the world, the index is not only far lower than that of developed countries, but also lower than that of some developing countries. In regard to the distribution of educational funds, the amount spent in higher education is unreasonably high, and the amount spent in K-12 is comparativelyless.Chapter 3: The Thought Evolution of Educational Finance. By text unscrambling and case study, the author tries to put historic figures into concrete historical circumstances and analysis their fiscal views on education. Behind the educational finance constitution, the most influential point is the ideas of all the citizens and especially that of leaders, namely, how the people look at education, on which point the people put the education to, how the society view the fairness and efficiency of educational aids. All these pay a great role in the forming of educational fiscal constitution. There have undergone three educational fiscal models, from "economy before education", to "economy and education side by side", and in the end, "education moderately before others". The essential thing behind this process is that the status of education has been rising notably. Instead of viewing spending on the education as consumption; people begin to look that as investment. These changes indicate universal identification of education functions.Part 4: Educational Funds in Rural Areas. In this part, the author discusses the sources and partaking of educational funds in rural areas according to finance principles such as equality, justice and efficiency.
