Basic education, improving civil quality and cultivating people's ability, is the foundation of education industry. Currently China is conducting the 8th curriculum reform in basic education, whose objective is to train students by a new educational philosophy, methods and model. The thought and ability of teachers are key factors of the success or failure of this reform. Teachers institutions of all types at all levels have the responsibility to initiate reform, so that they may train qualified new teachers to adapt basic education needs.Educational technologies have been widely used in basic education. Teachers need to master modern educational technology to participate in the new curriculum. Meanwhile, a large number of high-quality basic education teachers in educational technology are expected to take part in the education reform and information-oriented work. Training educational technology talents for local primary schools may be a major task for all local normal universities and colleges. Under current circumstance, it is necessary to reform the training objectives and curriculum system to meet the new curriculum ideas and the demand of educational technologies.This paper analyzes the relationship between the quality of teacher, the foundational curriculum reform and educational technologies. Also, the problems on training objective and curriculum system in educational technology in local normal universities and colleges have been explored. Therefore, the paper presents a new objective and systematical design in curriculum system for educational technology specialty, which focuses on the literacy of educational technology. Under the background of the basic education curriculum reform, a new perspective has occurred in this paper to explore the curriculum provision and other related issues for educational technology specialty in the local normal university and college.
