School-based management of PE courses is the most animated element of the management system of PE courses as well as the core of the development of PE courses as a whole. Traditionally subjected to centralized curriculum management, Chinese school authorities had extremely limited power in curriculum management. In The Compendium of Basic Education Reformation (under revision) issued by State Ministry of Education in 2001, it is explicitly pointed out that "implementing the policy of the integrated curriculum management based on the three levels of the state, local authorities and schools" . Such reformation challenges the curriculum management system of primary and middle schools in China. So the author thinks it is of great significance to conduct research on school-based management of PE Courses.This thesis defines and clarifies the definitions of some concepts such as "PE courses" and "school-based management" . It discusses the meaning of school-based management of PE Courses in details and points out the importance of the implementation of it. This thesis also states that in order to realize quality education and promote the overall development of the school, in order to carry out the reformation of PE courses, it is of vital importance to adopt school-based management of PE courses.By the means of consulting documents, interviewing scholars and experts and questionnaire survey, this thesis sums up and analyzes the shortage of the previous management of PE courses in schools. It also gives detailed discussion about how to construct the school-based management in PE course. The whole passage is divided into three parts:Part One firstly states the foundation of the subject and the significance and purpose of the thesis. Then it makes detailed introduction of the previous study in relevant fields, both domestic and abroad. This part analyzes clearly about basic theories, policies and regulations of school-based management, this part also clarities practice evolution of curriculum management system of our Country.Part Two focuses on the problems existing in the current school-based management of PE courses. This part illuminates the problems existing in the current school-based management. Including: lack the awareness of school-based management of PE courses. Deficiencies in management capacity; Organization and implementation of PE courses being chaotic; Too narrow in the field of school-based management of PE courses. Besides, the management tools of PE courses are too single and so on.In Part Three, the author puts forward the constructive strategies of school-based management of PE courses. In the first place, management of PE courses generating system; Besides, management of PE course complicated system. What' s more, management on judgment system of PE course.
