With the fast development of the modern society, higher education become more and more popular, and university has been an important role in social economy, politics and our everyday life. Based on the modern theory of management, the most usual manipulative measure is evaluation and ranking which can be provided with many function, such as guide,assess and encouragement. Therefore, estimating university with scientific and equitable studies is the essential job to manage university efficiently. In China, all various of university evaluation on the one hand has improved the whole level on itself field and advanced academic development mostly, on the other hand it has been paid more and more attention from society all circle including university itself.But it is insufficient to achieve perfect and equitable intention only though simple index system or proportion regulation. The most important is that we should pay more and more attention to research route,purpose,point of view etc. So the discuss on university ranking has become more and more important in future. According to this, a practical integrative university evaluation system should been constructed, with guidance and support of system info, with the combination of gross and individual equal index. Moreover, it should adapt to the development of china's universities.The main idea is that the holographic structure of human knowledge activity system should be applied in the field of university knowledge activity, and then university evolution system can be set up aimed with the social function of university. The details are as follows:At first, intension and characteristic of university will been expatiated based on comparing study. Then, the holographic structure of human knowledge activity will be brought forward according some theories, including the fractal theory, knowledge management theory and reproduction theory of Marx. The theory of the Univ. evaluation based on the Univ. total knowledge ability will be achieved.Secondly, the relationship among three social functions: teaching, research and social work will be discussed. Then the evolution aim can be obtained.Thirdly, according to three levels activity of university (teachers, college and university), evolution index system can be constructed. Meanwhile, fifty universities in china will be ranked as the cases, and the regression analysis can be calculated at the same timeIn the final analysis, a new frame about university knowledge management, will be brought forward based on the university total knowledge ability.
