With the rise and development of knowledge economy and the construction and improvement of the National Innovation System (NIS), knowledge's core position and role as an important resource have been clearly manifested and widely recognized in social life and the NIS. As a knowledge-intensive organization, today the university is playing an increasingly important a role in the overall social progress and people's complete development. In fact, there are some modes and methods of evaluation in many institutions and universities, but because they can't unveil the essence of university functions, some controversies remain unsolved in relation to evaluations, whose functions might otherwise be more useful to university development. As the main channel of knowledge diffusion, application and creation, a university is endowed with the historical tasks to create new knowledge and creative people. Therefore, a university should change its traditional evaluating modes and methods through improving and elevating the capacity of knowledge creation. This will be a great help to the construction of the new knowledge-creation-oriented modes in education and teaching and the exploration of the university's sustainable growth. In this process, the core competitiveness of a university may be enhanced as well.Based on the above pursuit, the dissertation explores in depth the production, growth, evaluation and management of knowledge creation capability by combining such theories as knowledge management, system science, higher education and human resources management, and using such methods as comparative analysis, analytic hierarchy process, fuzzy comprehensive evaluation, and structural equation modeling.Firstly, the research expatiates the theoretical base of universities'knowledge creation capability, designs the evaluating index system of knowledge creation capability and evaluating methods from the four dimensions of teachers, students, teaching process and knowledge creation environment, and constructs the systematic analyzing framework of universities knowledge creation capability. Then, on the basis of associative analysis of the factors of universities knowledge creation capability by structural equation modeling, the research integrates the factors of universities knowledge creation capability systematically.Secondly, to make the research compatible with what happens about universities' knowledge creation in China and the selection of evaluating index reliable on scientific and objective levels, the researcher chooses some research objects from the teachers and students of the related universities and analyzes universities'knowledge creation capability qualitatively and quantitatively by using analytic hierarchy process, and fuzzy comprehensive evaluation. On the basis of the analysis, the research puts forward the relevant management strategies aiming at the existing problems of universities knowledge creation capability in China.Finally, on the basis of analyzing the relative references and research findings comprehensively, the dissertation brings forward three main research conclusions:the evaluating index system of universities knowledge creation capability is an important index in weighing the comprehensive capability of university; the evaluating index system of universities knowledge creation capability is a tool of systematic, empirical and quantitative characters, thus making it possible for a university's comprehensive capacities to be evaluated; the construction and application of universities'evaluating index system can overcome the disadvantages of the current university evaluation system, show the direction of education and teaching by using scientific evaluating modes and methods, enhance the competence of a university, and above all take the historical tasks endowed by our times.
