With the rapid advancement of science and technology, the accelerating pace of information revolution and increasingly fierce international competition, innovation has become a general demand of the national social development. A country's innovative capacity, including knowledge and technology innovation, is the critical factor which enables a country to have an advantage over the others in the international competition and the world order. China has been fully aware of the importance of knowledge and talents for the growth of a people and a nation. In 2005, the Fifth Plenary Session of the Sixteenth Central Committee of the Communist Party of China put forward the strategic idea of building an innovation-oriented country, which highlights the concept of building up the strength of the country with talented people and science and technology. In the First National Conference of Science and Technology, Hu Jintao, General Secretary of the Party, set the goal of developing China into one of the innovation-oriented nations by 2020. Universities play a strategic role in the building of an innovation-oriented nation and the rural economic and social development, being the talent cultivation base for the acceleration of constructing an innovation-oriented nation and the new socialist countryside as well as the enormous driving force to promote scientific and technological innovation and realize agricultural modernization. However, there exist in practice some bottleneck factors restricting the innovative development, such as the unclear development concepts, the inexplicit development direction, the lagging of teaching quality, the lack of the innovative capacity, the deficiency of the university-running support system and so on, which make it difficult to cope with the challenges of globalization and knowledge-based economy and to meet the demands of constructing an innovation-oriented nation and the new socialist countryside. Therefore, the study on high education is facing difficulties of how to solve the problems in practice effectively, to choose the correct university development path and to build innovation-oriented universities.From the perspective of building an innovation-oriented nation, under the background of globalization and knowledge-based economy and with a view to the self-development of universities, this paper attempts to find out the starting point in practice, the logical beginning and the theoretical basis for the emergence and development of building innovation-oriented universities. Viewing the innovation-oriented university as a systematic whole, the paper puts forward some specific ideas and suggestions, explores the relatively complete building pattern, necessary means and components of building innovation-oriented university and demonstrates a framework of building innovation-oriented university, with a purpose to solve the existing problems in reality and enable universities to conform to the demand of building an innovation-oriented nation.This paper consists of four sections. The first section expounds on a comprehensive analysis of the necessity and significance of building innovation-oriented university in China, which is the logical beginning. Started with the times background and actual needs in practice of building an innovation-oriented nation, this section organizes problems and challenges universities are being faced with at present and introduces the theoretical value and practical meaning of the chosen topic. The second section discusses the basic concept and running ideas of innovation-oriented university, which constitute the theoretical basis of building innovation-oriented university. Stress is laid on exploring the content and characteristics of innovation-oriented university as well as propounding the running ideas for innovation-oriented university, which are centered on people-oriented, advocating academic pursuits, individuation education, serving economy, sustainable development, a global outlook and leading society. The third section deals with the basic functions of innovation-oriented university, that is, the cultivation of innovative talents and scientific and technological innovation. It includes the details on goals of cultivating innovative talents, course construction, teaching reform and the whole academic environment, all of which form the system of cultivating innovative talents in universities. And meanwhile analysis on goals of scientific and technological innovation is highlighted, lighting up the way leading to the platform construction for scientific and technological innovation, the integration of production, teaching and research, and mechanism and system innovation. The fourth section elaborates on the construction of the innovation-oriented university support system, exploring the content of subject innovation, basic approach to constructing teaching contingent and innovative subjects, which is the platform for the talent cultivation and scientific and technological innovation. This section also researches into goals, targeted tasks and major measures to attain system and cultural innovation, which is the basic guarantee of building such universities.For composing this dissertation, the methods of anlysis-synthesis research, systematical research and historic achievements research are adopted. Anlysis-synthesis research method employs innovation-oriented university as research objective. On the one hand, innovation-oriented university is decomposed into various constituents, and each constituent is researched seperately. On the other hand, integrated research is made by synthesizing innovation-oriented university from its constituents. Hence the overall framework on building innovation-oriented university is blueprinted. The method of systematical research regards innovation-oriented university as a integrated system. From the perspective of a whole system, the objective is comprehensively studied in a meticulous way through the interrelation, interaction and inter-constrain of the system with its constituents and with its external environment, so as to effectively resolve the problems concerning the building of innovation-oriented universities. The method of historic achievements research involves such fields as higher education history, higher education innovation theory and national and social development. Since the materials for research are basically overwhelmed in achievements of various sorts, only by way of exploring, sorting out and analyzing important historic achievements could the valuable research materials be obtained and the systematic theoretical framework on building innovation-oriented universities be blueprinted.Innovation-oriented university is a systemic and interactive entity, in which various constituents are closely connected and mutually gear up while remaining independent. Therefore, building innovation-oriented university is a process which should be promoted in an all-round way and constructed as a integrated whole. It is demanded that universities should be built under the guidance of the running ideas emphasizing innovation, focus on the fundamental tasks of cultivating innovative talents and scientific and technological innovation, take subject innovation as essential support and system and cultural innovation as basic guarantee, in order to enhance universities'innovation quality, form a cohesive force of innovation-oriented universities and achieve its integrated resources, excellent interaction and increasing overall strength.
