With education being raised to a strategic position in the counties all over theworld, the viewpoint of teacher being the key factor in education reform has caughtmore and more attention. Teacher specialization has become a significant issuetowards the education target. Taking "the analysis of the reform and developmenttrend of the teacher's education" as the basement and precondition, taking "the courseoffer and training pattern" as the center and taking "the evaluation of the teacher'sprofession quality" as the symbol, this paper probes into the systematic analysis andthe solution to making the teacher specialized. Basing on the definitions as teacher, teacher education, specialization and teacherspecialization, this paper starts from the general description of teacher specializationbeing the critical strategy of education reform, the conceptive extension of thetransformation of the teacher's education notion and intension of teacherspecialization. Then it reviews the arduous history of teacher specialization in Chinaand the whole world beginning with the miniature of the earliest normal educationand the development of teaching major, then the formation of teacher career. It also dosome research in the different stages of the teacher specialization, obtaining theenlightenment that it is always right for teacher specialization with the characteristicsas multi-phase, multi-level and multi-field. After analyzing the reform trend anddevelopment strategy of teacher education in China, this paper list what those are inforeign countries from aspects as different levels of the normal education,requirements to the teacher's education background, importance of the consistencyand sustainable development of teacher education. This paper also discusses thenecessity of teacher specialization from points as the list of people's differentunderstandings to teacher specialization, the reasons of insufficient awareness to theteaching philosophy, the manifestation of not standardized teacher professional groupand the reasons why a further improvement is needed in teacher specialization. It stillraises the problems of teacher specialization in the higher normal universities. Toillustrate the feasibility of teacher specialization, this paper explains that teacherspecialization is a developing trend of the world normal education, is also the demandof Chinese normal education reform, and is the requirements of education practice. Secondly, this paper discusses the teacher specialization at levels of managementsystem and industry management including policy guarantee system, institutionsystem and economic insurance system. This paper stressed on the teacherqualification certification system, licensing system of teacher and educational organsand identification system of course for training the teachers. Referring to the specialmanagement model of teacher education specialization, it points out the developingdirection to Chinese teacher specialization. Thirdly, on the issue of teacher's training, taking the foreign experiences asreference, and aiming at the education target, this paper analyzes the problems existedin the course setup of the teacher's training from the level of present facts and historicexperience. Considering the current situation and the social demands, it also gives aoverall map to the course setup system of designing the time distribution for thecourses as theoretical courses, basic professional courses, application courses,technology courses and skill courses. Following the principles of the reform of thecourse setup, this paper discusses the method and technology issues of course setupreform in normal universities and works out the detailed reforming measures whichwill be helpful for establishing a scientific, tight and innovative course system.Following the international practice, this paper listed the defaults in the traditionalteacher education system as the conflict between academism and nor...
