Teachers' development of teaching ability has the important practical significance both for the improvement of the school teaching quality and the implementation of current New Curriculum Reform of Basic Education. In recent years, along with the development of the time and the unceasing advancement of the Elementary Educational Curriculum Reform, the development of teaching ability is paid great attention increasingly by the educational researchers and the front teachers. Looked from the present study status quo concerning the teachers' development of teaching ability, the before researches mainly adopted the method of literature analysis or the method of investigation, however, it is still not much to see that the method which unified through qualitative and the quota is used to study and discuss the teacher how to develop their teaching ability during their teaching life. Therefore, this paper mainly review the following problem in the perspective of the new-round Curriculum Reform: what teaching ability and its structure needed for teachers in order to adapt to the new teaching, what kind of paths used to develop teaching ability, what kind of factors affecting the development of teaching ability, how to develop the teaching ability during the actual teaching life, and how to boost the development of teaching ability from multiple-lay. Based on above the main research questions, this paper is structured in six Chapters, which each have a different focus and function.This article firstly has elaborated the main background of the study and the present situation and the achievement of the correlative study; Based on the defined concept such as teaching ability, teaching ability development, this article has proposed this article studies systematic designs for the study and the basic framework and notions of study. In order to write this article conveniently, also we gives several points of essential supplements explanations.This article thinks that the theory of Teacher Professional Development and the new-round Curriculum Reform is the important theoretical base and practical background for the study of the development of teaching ability. Therefore, to strengthen the understanding of the feasibility and necessity for teaching ability development, it is needed to explain it based on the theory of Teacher Professional Development and the Curriculum Reform.Based on the analysis of the Curriculum Reform, this article proposes, the new round Curriculum Reform that is embodying the characteristics of the era brings the teaching revolutionary change, and affects the structure of teaching ability of the teachers profoundly. The structure of teaching ability is endowed with new meaning. Based on reflection on the existed problem of the traditional teaching, it opens out the characteristics of the teaching under the new curriculum namely consolatization and selectivity, simplification and pluralistic, infusation and mutual-intercourse, doctrinization and democracy , and procedure-centered and innovative.
