Along with the reemerging of non-government education in 1978, its indispensable effect in national education system has also been recognized. Since the investment in education became possible under the permission of the government, various non-governmental sectors initiate schools in succession, which makes it quite necessary to analyze recent investment climate of education and to give useful instructions in investment direction for domestic investment and foreign capital.On the basis of summary of literatures about investment climate and non-government education, the dissertation analyzes current conditions of non-government education, and explores its economic characteristics, growth stage, functions, its payoff situation, and the way for private investment to participate in education.In the analysis of Chapter 4, the dissertation classifies climate factors that may influence non-government education into investment yield climate factors and investment cost climate factors on the basis of the viewpoint of macro-economics and the result of literature review and investigation, then, makes hypothesizes of these factors. Using the Panel Data of 14 fundamental economic variables of 28 provinces of China in about 7 years, with the Fixed-Effect Model, this dissertation analyzes the relationship between climate factors and non-government education investment. It reveals that, during all the period, there is no statistical contradiction between the empirical result and hypothesizes, except such variables as birth rate, illiteracy rate, the strength of public education and the average income of employees in education industry. The possible explanations are as follows: the negative effect of birth rate may result from its deep slump in recent years, which has probably obstructed the growth in non-government preschool and primary education; the possible adverse effect beyond positive effect has caused the passive influence of illiteracy rate on non-government education; and, the force of public education will promote the investment in non-government education proves that the relationship between them is...
