This research chooses the topic of Heilongjiang rural education development and studies ofthe reform strategies, because China is a populous agricultural country with almost 70% of thepopulation live in the countryside. To reach the goal of realizing the agricultural modernization andcountryside modernization, it requires the improvement of the all-rounded development of ruralpopulation. Only to propel the reform greatly, to develop rural basic education, to improve thescientific and cultural educated level of rural people to a great extent and to cultivate lots ofagricultural production professionals, can the rural modernization be realized. Premier WEN Jiabaoaddressed at the meeting of National Rural Education Conference in October 2003, "Education isthe footstone of modern civilization. In order to improve the well-rounded development of all ourpeople and strengthen comprehensive national Power, we must develop our education greatly. Ruraleducation has comprehensive impact; it influences the whole situation of rural economic and socialdevelopment." Developing rural education greatly is the key to solve the "three agriculture"problems and the essential measure to improve the coordinative development of rural economysociety. Especially Heilongjiang Province is a big agricultural province, based on the socialeconomic development situation of present stage and actual requirement of the rural areas,exploring the routes and strategies of rural education development has great effect on improvingall-rounded development of rural population, increasing rural population's income, propelling theconstruction of socialist new village and harmonious society, and promoting the continuousdevelopment of agriculture and rural areas; it also has important academic values and realisticinstruction effect.The content of this research is based on the projects, hosted by the author, on "Presentsituation, problems and countermeasures" and "The parallel study of the basic education in theareas along Chinese and Russian borderlines". Heilongjiang Province is the target of practicalanalysis and research; by applying systematic science, economics and sociology theories andmethodology to analyze and study the rural education of Heilongjiang Province thoroughly, thisresearch points out the development strategies. The purpose of the research is to reform anddevelop rural education, to strengthen the service capability of rural education in talents trainingand the socialist construction and development, to promote economic and social development, toimprove the living quality of the rural areas and to construct healthy, civilized, wealthy andharmonious rural society.This research has a comprehensive description of the present situation of rural education homeand abroad, on the basis of which the research's jumping-off is confirmed. Starting from the fundamental theoretic research of rural education, through recognizing therural education's developing environment of Heilongjiang, analyzing its situation and diagnosingits problems, the research raises countermeasures accordingly.This research has sufficient research and statistic analysis of the basic situation ofHeilonjiang Provincial education development, through a thoroughly understanding about theenvironment and conditions of rural education development and putting rural education system intothe whole economic and social system, it realizes the practical conditions and problems of ruraleducation development scientifically and objectively. Applying the Teerfei Methodology to rank thecurrent existed problems of the rural education and applying the level analysis method to carry outthe strategic division research to Heilongjiang Provincial rural education, from different aspects, itexposes clearly the current problems and urgent problems of the rural education.This research studies the two aspects of the fundamental theories of the rural education. Firstly,it studies the theoretic research of coordinate development of rural education and economy society,getting to know the theory foundation of influencing and promoting the development of ruraleducation from economy and sociology angles. Studying the relation between human capitals andeconomic development from the point of view of economics, studying the relation betweencontinuous development and coordination theory, studying harmonious education theory andhuman integral development theory from the point of view of sociology, it establishes solidtheoretical foundation for rural education theory. Secondly, it studies the fundamental theory ofrural education and reestablishes the new concept of "rural education". On the basis ofsummarizing the previous research, this paper comes to an understanding that rural education is"the general name of fundamental education, vocation education and adult education happening inthe areas smaller than townships." This research summarizes the characteristics of rural education,which are the unbalance of region development of rural education, the spreading of overallarrangement of rural schools, practicability of the content of rural education and the seasoning ofthe rural education. Especially it abstracts the pattern of running school of rural education ofHeilongjiang, the quality education pattern of rural foundation education, the self-determinationpattern of rural vocational education and the cooperative pattern of rural adult education. In thestudies of running schools patterns, it discovers the characteristics of cooperation, combination andparticipation and opening are playing preponderant roles during the studies of the mode of thestudies.Through investigating and coordinating the historical data and statistics of 5 year, this researchdoes a numerical analysis of the development situation of rural education of Heilongjiang byapplying Terfei method to rank the significance of the problems. Through dada analysis, it finds theexisting problems within the rural educational systems of Heilongjiang which should be solvedimmediately.This research applies analytical method and analytical method to outline the basic education ofrural educational system and to rank the rural education of the 64 counties of Heilongjiang. According to the ranking result, it divides 9 first class areas, 18 second class areas, 13 third classareas and 24 fourth class areas. Combining the investigation and research, it comes to acomprehensive evaluation to the outline result. It analyzes the grading result from macroscopic andmicroscopic point of view, and raises collective frame for the development of rural education.Making outline is to disclose the type structure of rural basic education of Heilongjiang, to supplytheoretical evidence to macroscopically guide the development of education and to supply evidencefor microscopic classification by disclosing the attribute of the rural education in variety of areas.Combining the result of the positive research to Heilongjiang, this research systematicallyraises the strategic measures of the development and reform of rural education to changeeducational concept, to improve the understanding of the significance of rural education and toraise the creative and constructive reform and developmental strategies on promoting the ruraleducational reform and accelerating personnel systematic reform in rural primary and junior highschools. From the macroscopic point of view and combining the detailed conditions ofHeilongjiang, this research raises the corresponding countermeasures, properly realizing thecombination of macro scope and microscope, which makes the research results being of greatmaneuverability.This research applies the research course and methodology through combining the quality andquantity, combining the macro scope and microscope, combining theories and practice andcombining the present and the future. Aiming at the existing problems of rural education ofHeilongjiang, it systematically raises corresponding countermeasures and provides theoreticalevidence for the decision-making by relevant departments. Under the background of attachingsufficient attention to " three agriculture" problems and constructing a well-off and harmonioussociety, this research provides practical advices roe exploring the developing course of ruraleducation, improving rural educational level, promoting balanced and coordinated development ofurban and rural education and promoting rural economic development and construction ofharmonious society. It provides the help for educational scientific research and government'sdecision-making and it has a brilliant outlook of application.
