The unbalance of the advance of urban and rural's education is not only an educational problem, but also a social problem; it is not only a realistic problem, but also a historical problem. Social changes and the development of education is a reciprocal causation relationship. In the process of social change, political, economic, cultural development will have an important impact on the development of education, vice versa. The center of Chinese education before the1920s has always been in the city. The majority of the rural education only depends on the private school maintenance during that period. The center of education changes from the city to rural until the rise of rural education in the1920s. At the beginning of our new country, the urban and rural education showed a relatively balanced development under the background of planned economy. After the reform and opening up, the increasing demand for talent and efficiency became one of the important factors of the development of education. In the process of development, the gap of urban and rural education began to expand and the rural education gradually weakened. The gap is not only a barrier of our country's education course, but also be contrary to the theme of building a socialist harmonious society, which damages the social fairness, and the social stability.Since2001, our country began to adjust the layout of the basic education. In fact, the adjustment is a balance of efficiency and fair. The relationship between efficiency and fair is an important proposition in education development. On one hand, knowledge is increasingly becoming the key factor of economic development; the pursue of efficiency become inevitable in the process of rapid development; on the other hand, the unfair of class, gender, ethnicity and other unequal situations made us expect to promote social fairness through the development of education. After the founding of our country, the two kinds of values'changes directly affect the balanced development of education. How to realize the balance of the two kinds of values is the matter we must take into consideration.Yuyang district of Yulin city is located in the northern part of Shaanxi Province; the layout of the school in Yulin is a microcosm of the process of national school layout adjustment. The layout adjustment of basic education originated from the weakness of rural basic education and the aspiration of the balanced development of urban and rural education. However, the matter of safety and healthy development of students'mental is becoming obvious with the development of basic education. In the practice of layout adjustment, we should reasonably plan the primary and secondary schools and ensure the school-aged children to enter school to adapt the need of development of urban and rural. We also should optimize the allocation of educational resources and establish the integration compulsory education of urban and rural.
