The higher education of modern Japan, which has experienced three important reforms in the development of nearly one hundred and twenty years, has smoothly realized its higher education's popularity and entered a universal stage. The amazing speed of development of the higher education in Japan and social plasticity not only embody in the quality of university education, a core part of higher education system, but also can be seen in rational structure and in unification in division of work and coordinate development of holistic function of short-cycle higher education system. As a relatively unattached system, postwar short-cycle higher education adjusted itself to face market economy and optimize inner structure to meet social development in different stages in history. It has offered a great number of varied professional talents and has developed Japanese higher vocational education in a distinctive way.As short-cycle higher education institution in post-war Japan, Junior college has formed in the 1950s, and the other education institutions such as technical college and special training college has appeared afterwards. They are composed of complete short-cycle higher education system which considers the vocation as direction. Analyse and study forming and developing of Japanese short-cycle higher education system has certain model significance to development of our courtry's higher technology and vocational education.The thesis systematically studies how Japanese higher education took shape and developed. Education ecology theory and international education contrast study method are used to investigate and analyze the factors resulting in the appearance and development of Japanese short-cycle higher education system, to evaluate the positive action and functions of the system, to research the contradictories and problems development and to investigate the diversity and development trend of short-cycle higher education system in the world.The thesis consists of five chapters. Chapter one is introduction. It puts forward issues about Japanese short-cycle higher education system according to its special construction and formation, determines the basic outline of the research, defines the core concepts and clarifies the research content and methods on the basis of a summary of Chinese and Japanese research documents and materials.Chapter two discusses the formation and the status of Japanese short-cycle higher education and explains the development of short-cycle higher education in the world and the formation of its basic theory and discusses the status of Japanese short-cycle higher education as a branch at the edge of higher education system and its function as a supplement to college education according to the comparison and analysis of the education in Japan and other countries. Chapter Three deals with the formation and development of Japanese short-cycle higher education system. It is aimed to describe its formation and development after World War II from historical aspect, and reveals the interaction between the formation and development of the historical road of the system and social pattern.Chapter Four is intended to discuss the construction and function of Japanese short-cycle higher education, discusses it with systematical theories and the analytic method of construction-function and concludes the overall features of Japanese short-cycle higher education system.Chapter Five is concerned with the problems and reform of Japanese short-cycle higher education system. It discusses the challenges of the changes in Japanese modern society to short-term higher education system and analyses Japanese education reform and points out the problems and difficulties of the education reform.
