The Decision of the Reform of Education System of the Central Committee of the Communist Party of China issued in May 1985 has put forward that the education administrative departments need to arrange for experts from Education filed, intelligentsia as well as employers to take regular evaluations for higher education. Higher education evaluation in China has witnessed a development of more than 20 years among which it holds to Categorized Guide and Categorized Evaluation. A Chinese typical evaluation system has been playing an important role in improving schooling conditions and education qualities with the aid of the Education Evaluation Program for standard universities in China and the Talent Culturing Program for vocational colleges in China. However, with the emerges of a multi-sorted universities in China, especially the polytechnic universities, the current theory and evaluation program can no longer handle the situations. A very great challenge that has been placed in front of us is how to make full use the education evaluation into a healthy and characterized development in universities of China. This essay is trying to explore new and adoptable ways to work on evaluation categorizingly on the basis of local and oversea education evaluation theories as well as practical experiences, and hopefully, can promote the development of the polytechnic universities to some extents. This essay is divided into 7 chapters.Chapter one is an introduction. It explains mainly the background and meaning of Categorized Evaluation of polytechnic universities, clarifying research achievements concerned in China and abroad. It also defines some basic concepts and expounds research methods, etc.Chapter two is evolution of higher education evaluation in China. It analyzes the achievements and historical meaning of higher education evaluation from the two main aspects including theory and practice of evaluation. Otherwise, the orientation of its development is analyzed and revealed against the some problems in higher education evaluation.Chapter three is mainly about the realistic goals of Special Evaluation over polytechnic universities. Based in the analysis of essential reasons for appearance of polytechnic universities and present situation of them, the running-school orientation and features are summarized, thereby the necessities of Categorized Evaluation over polytechnic universities being put forward.Chapter four is mainly about the theoretical basis of Evaluation of polytechnic universities. It reveals the theoretical basis of Categorized Evaluation and construction of criteria for the Evaluation of polytechnic universities from the three aspects: evolution of quality consciousness of higher education, innovation of ideas of higher education evaluation and relationships between universities classification and polytechnic universities evaluation.In chapter five, the international angle of view of polytechnic universities evaluation is mainly discussed. The generalization of polytechnic universities Categorized Evaluation is revealed through comparing and analyzing management system, criteria, paradigm, method and way of higher education evaluation abroad.In chapter six, the construction of criteria for polytechnic universities evaluation is mainly discussed. Through comparing and analyzing the present higher vocational education and universities evaluation scheme, it explains systematically guiding ideas, objects, principles and methods of polytechnic universities evaluation, and puts forward the principles and methods of criteria for polytechnic universities evaluation according to running-school features of polytechnic universities, and constructs the institutes evaluation scheme of teaching work.In chapter seven, implementation of polytechnic universities evaluation is discussed. It mainly expounds the three main stages on the basis of its basic mission, matters concerned which should be paid attention to and main methods: preparation in ahead of evaluation, field evaluation and rectification of evaluation results and the like.
