Most of primary and secondary teachers are facing great challenges in the background of new age, different educational thought and practice. One of the ultimate strategies of dealing with the challenges is to promote teacher's professional development, which is also called teacher's professional quality. From this departure point this paper chooses teacher professional quality as thesis .It put emphasis on the basic theory problems which are in the forming and development process of teacher's professional quality and reflect upon the key problems of restricting the promotion of teacher's professional quality. Furthermore, find the solution strategy effectively through two dimensions exploitation of practice analysis and theory explanation. The aim of this paper is to establish firm theory foundation for our innovation of the teacher's training mode, supply actual practice mode and comb out clear train of thought about the promotion of the teacher's professional development.Teacher professional quality includes the essential and general quality of teacher occupation definately. With the opening to abroad and different teacher education systems established, the innovation of the training mode of teacher education and the teacher continuing education project started, teacher's basic quality that contains occupational morality, education concept ,knowledge structure ,ability structure have been all improved. But there is still a long distance compared with the standard requirement of teacher's quality. The future or idealized teacher quality should include educational thought, knowledge structure, ability structure and professional emotion and volition. These four parts effect and restrict each other. They compose a completed teacher professional quality structure.Teacher professional trait is condensed,sublimated,reconstructed and unique professional quality and attainments on the basis of teacher general professional quality. It is unique, stable and firm occupational quality in teacher profession; it is also the core trait that is different from other profession. The prerequisite of discussing the unique to teacher profession is whether teacher occupation contain professional attribute. This paper concludes that professionalization is the nature and developing tendency of teacher occupation in theory, which is mainly judged from the dimensions that include teacher social fuction,professional theory, professional technique, professional development institution, professional independence right and professional organization. According to the above this article point out that educational thought in teacher education system, curriculum teaching knowledge in teacher knowledge structure system, teaching controlling ability in teacher ability structure system, self-professional development consciousness and professional spirit in teacher professional emotion and volition system ,educational intelligence in different essential factors which are all included in teacher professional quality system contain the regularity of teacher professional trait .This is one of focal points and difficulties in this paper.The next is the research about the forming and developing of the teacher professional nature after understanding the constitute of the unique to teacher profession .This paper explain it from the analysis of the effecting factors and the cognition to regularity. Firstly, the factors that effect the forming and developing of the teacher professional quality are different. And the analysis to effecting factors from different dimensions is on the basis of different assumption and thought background. This paper conclude personality, behavior, environment effect the growing and development of teacher together, according to the analysis of teacher occupation and the strict judgments to some professional teachers. Secondly, from the cognition and mastery of knowledge, this paper conclude the following: the forming and developing of teacher professional quality is restricted by the common quality developing level of the individual; the process of the forming and developing of teacher professional quality is the reconstruction and integration of the practical system, dynamic force system and controlling system; the forming and developing of teacher professional quality is a gradual, accumulated and unexpected development process; the forming and developing of teacher professional quality require level improved ,practice and reflection constantly ; the forming and developing of teacher professional quality is the process of superiority integration on the condition of teacher exploring the internal and external recourses .The above five sides are the cognition of the regularity of the growing and developing of teacher .We need master and follow them in educational practice. This is another core and emphasis problems.The theory research should point at the critique and construction of the reality. Theory should combine practice forever. The last chapter concludes that teacher thought, pre-profession training and in-service of profession, the fault in the environment are the biggest barrier to the forming and developing of teacher profession due to the practice cognition and theory analysis of the teacher professional quality. Besides, renewing the thought, clearing the professional position of teacher and choosing independent development way, integrating pre-profession training and training ,creating the training mode of teacher education, optimizing external ensurement,establishing good organization, institution and spirit environment will be the effective route to promote and optimize the forming and developing of teacher professional quality in the present historical conditions.
