In recent years,along with the advancement of new type of urbanization construction in our country,in the "industry nurturing agriculture and cities support rural",under the development of gansu province through the development of modern education technology,increased investment in funds,radiating and driving play play to the city and promote the integration of urban and rural education development,significantly enhance the quality of rural compulsory education,school-age children or adolescents "have studying" got effectively solve the problem.At the same time due to the effective control of rural natural population growth rate,labor mass transferring to towns,rural areas in gansu province in the number of school-age children continue to reduce,rural compulsory education school number,scattered distribution,use a lot of new situation,such as education resources resulting from point,junior high school left-behind children such social problems as safe hidden trouble..This article embarks from the education property rights theory and education equity theory,using the method of literature study,comparative research and case study method,through to the gansu province rural compulsory education financial and material resources,human resources,investment analysis,find the problems and find out the main reason,learn from foreign advanced experience,put forward the rural compulsory education resources allocation strategy,hope to be able to realize the effect the best combination of education resources,maximize the profit.The main content of this article is as follows:The introduction mainly explains the research background,research status,research significance and research ideas and methods,and analyzes the innovation and shortcomings of the article.The second chapter mainly defines the core concepts involved in this paper,and puts forward the theoretical basis of education property right theory and education equity theory.The third chapter mainly introduces the new urbanization brings to the gansu rural compulsory education of the new situation,main performance in improving the quality of rural compulsory education and promote the education fair,but at the same time,there is loss of rural students,education resources waste and so on new situation.The fourth chapter from the aspects of financial and material resources,human three rural compulsory education resources in gansu province were analyzed,and the selection of financial analysis on education funding situation,embrace budget and education from public funds andother indicators;The focus of the material analysis is to select the indicators such as the size of the school buildings,the number of the students' teaching instruments,the number of students and the heating conditions of the school.The human analysis focuses on the number of teachers and the qualified rate of teachers.The fifth chapter in the fourth chapter on the basis of the rural compulsory education resources in gansu province are analyzed,finding the insufficient fund investment,unreasonable structure of teachers,inadequate education resource utilization,large difference of urban and rural configuration,left-behind children and trailing such outstanding problems as their children's education,and find out the rural education development concept there is a deviation,eliminates the health education idea of "city orientation,teachers' flow system is not sound.The sixth chapter is this article key,in view of existing problems,and the three angles from financial and material resources,manpower,rural compulsory education resources allocation strategy is proposed in which financial resources allocation is proposed to ensure that government financial investment in rural compulsory education in the subject position,strengthening the rural compulsory education funds safeguard mechanism,the construction of diversified financing channels,and try to practice the education voucher system strategy;The resource allocation of resources puts forward the strategies of scientific coordinating the construction of compulsory schools in rural areas,expanding the coverage of high-quality education resources and improving students' learning conditions.Human resource configuration is put forward to strengthen ethics,strengthen construction,reshape the teachers' work the sense of mission and sense of honor,to promote rural primary and secondary school teachers in gansu province and personnel system reform,establish reasonable teacher flow mechanism,improve teachers' status of treatment,establishes effective teacher training training mechanism,using the experience of "charter schools" to establish "public private school" strategy.Finally,has carried on the summary to full text,from the government's policy guidance in gansu province at all levels of government to adjust rural compulsory education resources allocation strategy,improve the quality of education,do a good job in people's satisfactory education was discussed.
