Compulsory education is the public welfare enterprise which the country, society, school and family must give to guarantee according to the legal rule. Since the 1980s, our compulsory education has developed by leaps and bounds, and to promote the overall cultural quality of our nation. Following the completion of pujiu, the balanced development of compulsory education has become the point of concern. In 2005, the ministry of education issued"Several ideas about to further promote the balanced development of compulsory education", which is the first policy document about the balanced development of compulsory education. In 2006, the balanced development of compulsory education has been written in the new Compulsory Education Law. Later, in the 17 Party Congress Report also explicitly pointed out"to promote the balanced development of compulsory education". Therefore, the balanced development of compulsory education has become the inevitable choice for educational development at the new period, and also become the guided idea and strategic choice of educational reform in our country.The balanced development of compulsory education is also the resource allocation in the final analysis. In recent years, following the three dimensional rural standing out, rural education has become a major concern; in addition, with the constant fierce development of urbanization, the rural population transferring to the city has increased year by year. The migration of rural population bring variation of rural compulsory education demand, and then to relocate the rural education resource for the development of society. However, for a long time, because the bias of education development, the diversity of interlocal economic development, the disadvantage of current education investment system and the imperfect personnel system for teachers, the compulsory education allocation of our rural area have existed the unbalanced phase, not only the allocation of teaching facilities but also the allocation of teachers. For these reason, my paper take on the present condition of our national rural compulsory education resource allocation from the aspects of education investment, teaching condition and group of teachers, including the proportion of public education funds in the GDP, budgetary education expenditure per student, square measure of school building per student, teaching facilities, apparatus of education information, the quantity and quality of teachers, and analyze the problems of the rural compulsory education resource allocation, such as: the shortage of educational funds, backward of teaching condition, inconsequence of teachers, irrationality of resource allocation and so on. Consequently, we should adopt essential measurements to increase the education investment of rural compulsory education, make out scientific planning to rectify the arrangement of rural school, rebuild the weak school to promote the economies of scale, reform the personnel system and accelerate the teachers'training to advance the quality of group of teachers. Also, In order to achieve optimal resource allocation of rural compulsory education, we should try to expand education voucher, propel standardization allocation of compulsory education, and expedite the development of education information.
