By research methods of literature review,questionnaire,mathematical statistics and so on,the paper analyzes the main facts in the practice of sports development in Macau along with the process of its sports development in the framework of One country,Two Systems,shows the achievement of Macau sports,reveals its basic rules, and implies the profound contradiction affecting Macau's sports development.Based on it,strategy goal of Macau's sports and specific measures and advice for the goal is given combining with experience of Singapore and Hong Kong.It will provide theoretical evidence and practice guide for the healthy and sustainable development of Macau sports.Main conclusions are as follows:1.One Country,Two System policy and Basic Law of Macau establish legal evidence for the development of Macau sports.Macau has autonomous right of high level in sports policy making,sports association organizing and management,foreign affairs and other aspects.In the framework of One Country,Two Systems Macau Sports indicate characteristics of integration of Chinese and western sport cultures, wide mass participation,good rule of law and combination of sports and tourism.2.Joint and supplemented management of government and society is obvious in the sports management system,which is a typical system of combination of government and society.Macau General Sports Association and other social associations are important links of its sport development and play a role of bridge between administrative department and citizens.3.Since Macau's return to the motherland,the mass participation in sports in rising steadily.80%of the residents do sports exercise once a week,and 60%more than twice a week.Their ways of exercise are diversified,and group exercise is major way.For the boom of competitive sports achievement,Macau's regional influence rises.4.Through opportunities of holding large comprehensive sport events,the SAR government of Macau enlarges the number and scale of sport facility construction and open-up gradually with the symbol of public sport facility network plan,and has innovation in management.As a result the utility of the facility rises obviously.In the recent years three major and comprehensive sport events have been held by Macau including East Asian Games.Lusophony Games and Asian Indoor Games.and sport performance and social benefit are both achieved?5.In the next period,the general goal of Macau sports is to establish an international sport city,make scaled mass sports,centralized competitive sports and elite sport events,and promote the comprehensive,balanced and sustainable development of sports.The comprehensive and balanced development of mass sports and competitive sports is its guidance based on constructing Macau harmonious society and good social life,starting with satisfying citizens' sport demand,aiming at promote the citizens' physical condition guaranteed by improved public sport service supply ability.6.The countermeasures of Macau sports development includes sport talents absorbance and cultivation,improving structure and distribution of sports,enhancing organizing and guide to mass sports,and emphasis on public sport facility construction.7.The measures of Macau sports development includes full making use of sports value and effect in Macau social development;promoting mass sports and improving citizens' health;constructing citizens' sport exercise service system with Macau characteristics and promoting the quality of sport public service;establishing development institution of competitive sports and raising competitive force and influence;making elite events and shaping the image of sport city;emphasis on sport law construction and sport cooperation and exchange.
