Innovative Companies Continued Innovation Performance Evaluation

In 2006, the State Council promulgated and implemented the "National Mid and Long-term Scientific and Technological Development Plan Outline(2006-2020)," which clearly put forward a task of a comprehensive national innovation system with Chinese characteristics, and proposed a great strategic target of constructing China as an innovative country by 2020.As the main body of innovation, the enterprise is a carrier to combine the scientific, technological and economic activities. To achieve the grand goal of constructing our country as an innovative country by 2020, Ministry of Science and Technology (MOST), State-owned Assets Supervision and Administration Commission of the State Council (SASAC) and All China Federation of Trade Unions (ACFTU) jointly launched the "Technological Innovation Guiding Project" in 2005 to promote the innovative enterprises' development in China.In order to guide and encourage the construction of innovative enterprises, and promote the enterprises to become the main roles in innovative activities, the evaluation on innovative enterprises has important theoretical and practical value.Understanding of the nature of innovative enterprises correctly is the basis and premise of scientific evaluation of innovative enterprises. Based on the famous Chinese and foreign scholars on the innovative enterprises and the basic understanding of sustainable innovation and 10 years of business theory and practice of sustainable innovation results of Professor Xiang Gang and his innovative team, this paper believes that the essential characteristic of innovative enterprises is sustainable innovation, and we propose a theoretical guideline of evaluation on innovative enterprises based on enterprises'sustainable innovative momentum, capability and performance.The evaluation of sustainable innovative performance is the core element in innovative enterprises, which is of great significance on reflecting the effectiveness of enterprises' innovation activities. Based on the basic theory perspective of "The fundamental task of innovative enterprises is to achieve sustainable innovation", using the technological innovation theory, the enterprises'sustainable innovation theory, the fuzzy theory, and the case study methods, with closely outstanding the enterprises in Yunnan Province, this paper discuss the topic of how to evaluate the performance of innovative enterprises, and the main research work shall be as follows:(1) Based on the sustainable innovation theory and the supervisor and his innovative team's research, this paper establishes the basic theory framework of sustainable innovative performance, and gives a clear concept of " sustainable innovation performance of innovative enterprises" through the definition, basic contents, basic characteristics and elements of sustainable innovation performance, and finally makes clear what the sustainable innovative performance is, which provides a theoretical basis for follow-up evaluation and improvement work.(2) By using of Enterprise Sustainable Innovation Theory and the basic concept of sustainable innovation performance, combined with Yunnan Science and Technology projects, this paper establishes the evaluation criteria and evaluation methods, and then establishes a theoretical system of sustainable innovation performance evaluation.(3) Based on the above theoretical framework, this paper creates an index system on sustainable innovative performance evaluation and analyses the reliability and validity of indicators.(4) By using of fuzzy set theory, this paper creates an evaluation model based on the fuzzy neartude method.(5) With the index system and evaluation model, this paper finally completed case study of the sustainable performance evaluation on the first batch of innovative enterprises in Yunnan Province.
