Evaluation Of Airport Charges Policy

By the end of 2007, the Civil Aviation Administration of China,with the State Development and Reform Commission,issued the?Civil Airport Aharges Reform Program?and ? Civil Airport Charges Reform Rmplementation Program ?.However, with the development of the society situation, airport charges policy faces new problems and contradictions, and need to be evaluated and improved.we should promot the distribution pattern of interests rationally,and accelerate the instruction of Civil Aviation Power Country.In this paper,we summarize some research findings about policy evaluation and the current situation of airport charges at home and abroad. Then we adopt welfare economic theory and input-output theory in the study to evaluate airport charges policy,and elaborate them in detail.First of all, we use welfare economic theory to evaluate airport charges policy, and introduce the concept of industrial added value. Then we use the input-output theory to calculate direct, indirect, induced and catalytic contribution of civil aviation industry, to evaluate the social and economic contribution of civil aviation industry. At last, we use Pareto optimal standard to calculated optimum value of civil airport charges. On the base of these data and conclusions, we make some instructive observations to complete the airport charges policy,combining with the current situation of civil aviation industry of China.The theory of policies evaluation, especially the airport charges policy still in the initial stage.This paper aims to establish a scientific and reasonable evaluation system of airport charges policy to find out the shortcomings and deficiencies of?civil airport charges reform policies?and?civil airport charges reform implementation Program?,and provide ideas for the construction and development of aviation industry,to accelerate the implementation of Civil Aviation Power Country strategy.
