Research On Rural Logistics Operation Model Against The Backdrop Of The Co-ordination Of Rural And Urban

A comprehensive well-off society should be built by following the five "overall planning" proposed at the Third Plenary Session of the Sixteenth CPC Central Committee in which the co-ordination of rural and urban development must be our first concern. The co-ordination of rural and urban development is a deeper, more comprehensive one in the process of market economic reform, it will be an important way to deepen reform and opening up, explore new models of development, build a harmonious society on the next stage of China, which has set new demand on the development of logistics in rural areas. As a basic and guiding industry, modern logistics links urban and rural funds, materials, information and personnel together, also an important indicator by measuring a country or region's economic development. Currently, the bottleneck restricting farmers from income growth has been transferred from production into circulation, convenient, smooth, efficient and safe system of modern logistics in rural areas has an important supporting and facilitating role in reducing logistics costs in rural areas, promoting agricultural restructuring, improving the distribution efficiency of agricultural commodities and increasing farmers'income. Meanwhile, the modern logistics is an effective way and important carrier to extend public goods and public services from cities to rural areas, also plays an important role on the co-ordination of rural and urban development and new rural construction as a vital part in promoting Equalization of public goods and services.On the co-ordination of rural and urban development's perspective, based on the investigation of the status of rural logistics system, this dissertation explores the elements and characteristics of logistics system in rural areas, researches rural (especially agricultural products) logistics model, support system and so on by taking the modern logistics concepts and learning from advanced international experience.The main contents are as follows:(1) It discriminates the intension of rural logistics under the co-ordination of rural and urban development, discusses the composition of rural logistics system in China, and analyzes the restrict factors on the development of rural logistics system.(2) It analyzes the exist logistics operation mode of agricultural products, sums up the experience of developed countries, explains the evolution about the logistics mode of agricultural products by using the transaction cost theory, expatiates on the direction, content, method with regard to the innovation of rural logistics operation system form three aspects as the organizational innovation, the optimization about the organizational and management structure of logistics enterprises in rural areas and so on.(3) Accordance with idea of "Government co-ordination, market orientation, corporate operation," it establishes the rural logistics security system from four dimensions, the policy, infrastructure support, technical security and protection of main building.(4) It builds fresh produce supply chain mode which is with fresh food distribution center at the core, links upstream with farmers, buyers, and wholesale to downstream with the fresh food supermarkets as the chief logistics node, effectively grasps the market demand for fresh produce to ensure the timely supply in Dian Jiang.
