Since the 1990s, with the rapid growth of the national economy, the pace of rural land circulation appears to speed up. Whereas, the development of rural land circulation market is still very slowly. The infield comminuted and farmland abandoned behavior still exist. Consequently, it is a significant strategic issue in agriculture that how to propel the circulation of rural land market, how to reduce the infield comminuted and farmland abandoned behavior, how to improve the farmland use efficiency, how to stimulate rural land operation scale, how to improve land scale benefit, and how to promote our agricultural international competitiveness. According to the existing research literature, some scholars analyze the driving forces of rural land market circulation on macro-level, such as economic growth, institution innovation, urbanization and so on. While on the micro level, deep analysis is insufficient, it is difficult to supply practice with theoretical foundation. The dissertation helps to better understand individual intentions and behaviors about the rural land circulation, furthermore, it helps to understand the reasons of the slow development of farmland changing market deeper and essentially. It also offers government some models and the reference on drawing up policy on rural land circulation scientifically, regularizing participants'behavior of rural land circulation, building harmonious rural land circulation mechanism. In sum, this dissertation has great theoretical and realistic significance.The dissertation selects Chongqing Kaixian country as the research object, combines together theoretical research and real example method, profoundly analyzes three principal parts'intentions,behaviors and game relations, analyzes the composition of driving forces in rural land circulation, reveals the obstructive factors in the rural land circulation process, puts forward the policy proposal to promote the marketing circulation of farmland. Based on gathered materials and the data of field survey, this dissertation analyzes the intention and behavior in the process of rural land circulation in the terms of farmers, peasant household, government. And then the dissertation analyzes the game relationship in three main parts. Based on above analysis, the paper conceives of building a driving force system to ensure the circulation of rural land develops efficiently. This paper probes into driving factors mechanism in the driving force system of district's rural land circulation in a systematic way, these driving forces including economy, policies and regulation, science and technology and social culture, etc. And this part uses the principal component analysis method analysts the economic driving factor subsystem.Finally, this dissertation researches on obstructing factors in the process of rural land circulation in the terms of concept, market, institution, system and mechanism.Finally, the conclusion of the study is drawn as follow: The first, farmers'enthusiasm of participation in the rural land circulation have aroused at the present stage. But during the process of rural land circulation, farmers'intentions are influenced comprehensively by the factors from economy, society, culture, emotion and politic. These factors are contradictious and complicated. Peasant households have high enthusiasm in the rural land circulation, but when they get in rural land, they are influenced by the Land'expected benefits,transaction costs of circulation, and these factors make them have scruples. Therefore, there are two effective ways to promote the circulation of rural land. First, establish impeccable rural social security system to help farmer have no worry about living for stimulating farmers'enthusiasm for the circulation of rural land. Second, speed up the adjustment of agricultural structure and improve agricultural comparative benefits to stimulate peasant households get in land zealously.The second, rural land circulation is both one kind of economic behavior and society behavior. During the process of rural land circulation, many social factors make the rural land circulation complex, such as farmers'attachment of land and hometown, rural human nature, farmers' egalitarianism and conservatism. These factors are also the main social factors which influence farmers'behavior in the process of rural land circulation. Compared to farmer's behavior, peasant households'are more likes economic behavior. Now, market-oriented degree of peasant household's behavior is still low, rural land circulation is almost spontaneous and blind.The third, during the process of the rural land circulation, the government should respect farmers'intentions and the basic function and advantages of market mechanism in the rural land allocation, prevent that administrative subject directly involved in or use administrative power to intervene in the circulation of rural land. The government should be supporters, managers, public servant of the rural land circulation. To cultivate and create effective environment of rural land circulation should be the focus and method of the government's behavior. It helps to create favorable conditions for the development of rural land circulation market.The fourth, as rational economic game subject, farmer, peasant household and government will weigh the gain and make choice. Based on voluntary, the circulation can always generate the relative optimal results to inspire benefit main bodies'especially the farmers'greatest enthusiasm, this makes the rural land resource get the maximum use. Therefore, the key to realize the circulation of rural land is to promote the three main parts to participate in the circulation of rural land equally and zealously, to set target of rural land circulation and set growth strategy based on properly realization by the means of unifying the three main subjects'aims.The fifth, rural land circulation is a complex system engineering, it is influenced by economy, policies and regulations, science and technology and social culture. Only making those factors work can propel the circulation of rural land. Economic driver plays the main role in the driving force system of rural land circulation, and economic development and economic interests are the main sides of it. The state of regional economic which directly determines the level of urbanization and non-farm payrolls is the main influence of economic factor. Therefore, developing the local economy actively play a basic role in the development of regional economic. Farmers'attachment to land is the most important influence in the social driving factor of the rural land circulation, it directly restricts the development of rural land circulation. So guiding the farmers to change their life-style and thought ultimately, weakening the social security function of the rural land are the two ways to propel the long-term and market circulation.The sixth, nowadays the main obstacles of the rural land circulation lie in social security system, rural land market demand, farmer's conservative thought, market machine-made,and land system.Therefore, to realize the rural land market circulation, we need to constitute market rural land circulation system in the terms of clear property and mechanism building, and we need to perfect supporting policies of rural land market circulation in the terms of stabilizing the rural land contracting relations, establishing a rural social security system, large transferring of rural surplus labor and increasing agricultural support strength etc.
