Research On The Core City In Regional Development Of Urbanization

Along with the advancement of industrialization and urbanization, the world already entered the period which is so-called "the urban century", "the urban time", the city has become the core of regional economy day by day as the productive forces'carrier. Some international cities, metropolitan areas and urban agglomerations control the areas' economic development. The cities'function role has enhanced. It's more and more important in the global economy because of the cities'relationship. The world-class metropolitan areas had risen, which makes the center in New York, London, Tokyo and other cities. These cities and the metropolitan areas mutual support and rapidly develop, attracting a large number of people, capital, materials and information flow. It has played an irreplaceable role in the regional economic development. After reforming and opening, in China a large number of urban areas appear in the eastern coastal areas, and form three nationally recognized coastal economic belt--- Pearl River Delta, Yangtze River Delta and Round Bohai urban agglomerations. Shanghai is the center of Yangtze River Delta, from the development of Yangtze River Delta regional economic, it can be seen that the core city's role is not to be ignored in the rapid development of regional economy.At present, domestic scholars have paid attention to the economic region and the core city function research which is still mainly in the Yangtze River economic belt, Round Bohai economic belt and the Pearl River Delta economic zone. In the "Eleventh Five-Year Plan" period, the central government's regional policy carried out the strategy which is based on revitalizing northeast old industrial bases. In this case, it has proposed establishing the economic belt which is round some cities, driving the regional economic development. As the only coastal region of Northeast area, the development of Liaoning coastal economic zone has a deeply effect on promoting Liaoning economic development and the other areas'economic development in Northeast. With the development and construction in Liaoning coastal economic zone, urbanization can pull the domestic consumption inevitably, support the new industry development and structure upgrade. However, in the current situation, there are many problems:such as the imbalance of economic development, the unreasonable structure arrangement, the lack of economic development interaction with the hinterland and so on. The Liaoning coastal economic belt should make Dalian as the core, integrate Dalian, Dandong, Jinzhou, Yingkou, Panjin, Huludao, rely on the adjustment of economic structure and city function complementary, implement the regional sustainable development. It requires to establish the core city's main position in Liaoning coastal economic belt, accurate situate its function, complete evaluate, promote its function improved. The central city should play its role in the economic zone's development.This paper takes Liaoning coastal economic zone development strategy as the background, focus on its core city's selection and evaluation, whether in theory or in practice, all have the vital significance. At the theoretical level, research results will enrich the development of regional economy in the core city function theory. In practice, research results will be helpful to make the Liaoning coastal economic zone more quickly and better development, thus promote the northeast old industrial bases'revitalization.Based on reviewing, studying and analyzing the related literature, through the collation of existing theories, concepts, make the coastal economic belt of Liaoning as the research background, make its core city's functions as the research subject, using statistical analysis, trend analysis and other empirical research methods. Evaluating the central city's competitiveness of Liaoning coastal economic belt, analyzing the central city's functions, summarizing the insufficiency, then giving some suggestions. It's providing reference basis for selecting the core city of Liaoning coastal economic belt and enhancing the functions.The paper has seven chapters, and they are as follows,Chapter I introduction. First the background and the significance are described, and the problems are introduced. And then the basic contents and the research methods are introduced. Comb the methodology and give the technology roadmap. Finally, the innovation points are summarized.Chapter II literature Review. First the related concepts and the theories about the urban agglomeration and the metropolis circle are expounded, and the existing literatures and researches are reviewed. Research into the relation between the urban agglomeration and the metropolis circle. Review the related concepts around the core city of the urban agglomeration and the metropolis circle and explain the function of the core city on that basis. Finally, induce the existing researches on the function evaluation of the core city.Chapter III theoretical framework of the regional economic development and the function of the core city. First,elaborate the related theories of the the development of region and core city,in-depth comparison of economic equilibrium theory and non-equilibrium theory,so as to arrive Liaoning's coastal economic belt theoretical basis for the development-the development of non-equilibrium theory.Through further analysis of industrial build-up theory, can be obtained with similar products or complementary products, industrial layout together, while the core city to become similar to the original impetus for industrial build-up area.Chapter IV Liaoning's coastal economic belt core city function evaluation.This chapter first examined the status of core city in domestic and in forein, and give some comparative analysis.Then the through empirical analysis and focus on Liaoning's coastal economic zone in the core city competitiveness evaluation.The core of regional development in the city's definition, based on the evaluation of the selection, evaluation and model building carried out in more detail.On this basis, the use of principal component analysis, selected twenty-three indicators of Liaoning's coastal economic zone of the city's competitiveness in six cities were evaluated, and the city features a comparative analysis.In providing an empirical basis, based on the city of Liaoning's coastal economic belt positioning and function of the choice of the core cities were analyzed.Chapter V analyzed the function of the core city of Liaoning province's coastal economic belt which is based on the SWOT analysis. This chapter selected the core city in the economic belt-Dalian as the most representative for focus analysis. First, from four dimensions of the strengths, weaknesses, opportunities, threats the chapter made a systematic analysis on the function of Dalian, as the core city of Liaoning province's coastal economic zone. On this basis, it elaborated the core city function of Dalian from three angles of the economic, cultural and social functions. Then it resulted that as a core city of Dalian in Liaoning province's coastal economic belt it played a variety of functions and roles. Finally, the chapter summarized that as a core city of Dalian, its function would be improved, and accordingly the chapter put forward some suggestions for improvement. Chapter VI researched the routing selection of Dalian on how to enhance the function as the core city of Liaoning province's coastal economic zone. According the regional context of Liaoning province's coastal economic zone, the chapter analyzed the importance of urban core construction, then focused on the coordination interaction patterns between industrial development as well as the city's spatial development patterns, and urban as well as coastal cities. Last but not least, from the three levels above, it studied the path for Dalian as the core city of Liaoning province's coastal economic zone on how to upgrade its functions.Chapterâ…¦conclusions and drawbacks. Specify the problems of the further research on the basis.The innovation points of this article are as follows:Firstly, by comparing the domestic and foreign core of the city's formation history and development status, comprehensive comparison of competitiveness level and composition of core cities, build a System and scientific Central city competitiveness evaluation index system. Such as the Liaoning coastal economic belt which is the state-level development zone, using the evaluation index system to comprehensive evaluation and comparison the city inside area, determination of Dalian as coastal economic zone of the core city, and through the comparison and evaluation index system, to locate and define the specific functions of other cities in the region; make the cities of the entire economic belt as the urban agglomeration, and systematic study the coordinated development relationship and mechanism between the cities in the urban agglomeration.Secondly, in the process of empirical analysis, according to the limitations that the principal component analysis can only for static index, using the different time of coastal economic belt of Liaoning city competitiveness, can be reflected some result from a side that the competitiveness of each city in the coastal economic belt change over time, and thus infer the reasons of city competitiveness change and the next step to improve and strengthen; aiming at the main components of static model, using the static results from different time to derive the subjective reason of time-varying, then to find a feasible path for each city to further exert their own competitive advantage in the future.Thirdly, in the core city competitiveness evaluation model and index selection has certain innovation. Firstly, based on the critical inheritance of Potter's" Diamond Model" the Swiss International Institute for Management Development of national competitiveness model, to build a city competitiveness model with the comprehensive economic strength, competitiveness, the competitiveness of enterprises, the competitiveness of science and technology as the core factors of city competitiveness. Secondly, the construction of the core city development index system is not only follows the division standard of social benefit and economic benefits, but also introduced ecological sub-system which is closely related to current sustainable development, selection of economic, social and ecological conditions as an indicator, and use of economic gross, industrial structure and trade conditions, financial conditions index, education, health, technological development, afforestation, sewage treatment, quality of life in ten areas as secondary indicators as well as 23 third-specific indicators.
