The Effectiveness Of Farm Machinery Subsidy And Its Operation Mechanisms

Being a country with a big agricultural population and limited land resources, utilizing advancedagricultural mechanization is particularly important in China, which is the most efficient way to increaseagricultural production and improve technology. To enhance agricultural mechanization level, one of themost important policies is providing subsidy for agro-machinery. In that the implementation mechanism ofthe original allowance policy can not meet the need of the rural market economic development at thepresent stage, carrying on research on the validity and operation mechanism of the subsidy policy forpurchasing agricultural machinery, has significant realistic meanings for advancing agriculturalmechanization level, enhancing the farmer's production enthusiasm and improving agricultural productionsystem.Based on the above judgment, the paper follows the basic theory of modern public choice theory,agricultural economics, new institutional economics and agricultural policy science by reviewing somerelevant theories and literature. We analyze the influential factors of the agricultural mechanization, andtherefore sum up the main problems in the implementation of it. Then we make an empirical analysis ofthe effect of the subsidy policy operation on the basis of the actual operation of the agricultural mechanismin Shanxi province. Finally, we demonstrate the innovation of operation mechanism and path selection ofthe subsidy policy.According to the logical relation, the paper proceeds as follows:Section â… (chapter1-2) is the part of research design and theoretical reasoning and situation analysis,which chiefly explains background of topic selection, research purpose and meaning, domestic andinternational research trends. And it also introduces the research thinking, method as well as the innovationpoints of the paper. Meanwhile, the part systematically analyses the internal demand of the development ofsubsidy for agro-machinery, and provides the studying foundation for the rest of the paper.Section â…¡(chapter3-6) is the key part in the paper, there are fundamental analysis and systematicanalysis. The part, directed by the qualitative and quantitative method, studies the implement actuality,validity, mechanism innovation and realizes routes of the subsidy policy for purchasing agriculturalmachinery systematically.Section â…¢(chapter7) concludes. Based on the theoretical analysis and empirical study, the partoverviews the contents of the first six chapters, and presents some suggestions on effectiveness of subsidypolicy.Some innovations in the thesis are as follows:1. Put emphasis on studying agro-machinery foroperating in micro level, instead of the tendency that overemphasizes extension problems of agriculturalmechanization macroscopically. It gives correct explanation and solution to the realistic problems ofpurchasing and using agricultural machinery.2. Viewed from the world agricultural development ratherthan the domestic agricultural development, the paper discuss that using modern farming implements ishelpful to improve agricultural productivity and increase farmers' income, thereby forming objectivedemands of utilizing advanced technology and advanced implements in the progress of agriculture.3. Atmicroscopic research, the article summarizes the experiences and data of using and extending advancedfarming implements throughout the Midwest, and constructing an evaluation system for the contribution of agricultural subsidy policy.
