Research On The Evaluation System Of The State Key Laboratory

The basic research is the headwaters of the high technology, the cradle of talents, the assurance of continuable development of a country, the important foundation of advanced culture and the stratagemical resources of comprehensive national power. The State Key Laboratory which takes on the task of the development of the basic research is the main base of the basic research in China. As the main means of macroscopical administration, the evaluation system of the State Key Laboratory includes three factors which are indexes and methods, experts and objects. The paper has studied the system mentioned above.1. The paper has analyzed the important status of the State Key Laboratory in the domain of basic research, investigated scientific circle's the opinion on the evaluation of Laboratory and studied the main problems on the evaluation of Laboratory and the peer review.2. The paper has studied the index system of the laboratory evaluation, expatiate on relationship between the qualitative index and quantitative ones, and put forward the mathematics models of quantitative evaluation.3. Based on the position which the State Key Laboratory is on the basic research and task which the State Key Laboratory takes on, the paper put forward the method and procedure of the State Key laboratory evaluation.4. The paper has combined the West Country's experience of peer review with the state of the peer review in China, put forward the choice standard of experts and the method of determining expert's quantity.5. The paper has studied several factors which influence the evaluation of the State Key Laboratory and the models of warp. Based on some result of evaluation of the State Key Laboratory, the paper has put forward the research method of the warp which the experts make in the peer review of the State Key Laboratory.6. The paper has put forward the method of quantity evaluation on the result of the laboratory evaluation and studied the relationship between the quality evaluation and quantity ones, field evaluation and meet evaluation.
