Tourism was the fastest growing industry during the 20th century, in which eco-tourism was the most rapidly growing part. However, currently, the development practice of eco-tourism is faced with all kinds of conflicts and difficulties, and perfect theories are urgently required to instruct its development. So the author chose this subject to research on eco-tourism resources evaluation and development strategy, which is of great significance for rationally utilizing and protecting eco-tourism resources, and promoting the sustainable development of eco-tourism.This thesis introduced the research place — Yichun from eight aspects which were administrative divisions, the geographical position, the terrain and landforms, the meteorological climate and the hydrology, the historical evolution, the natural resources, the general situation of economic development and the eco-tourism resources.The suitability evaluation of eco-tourism development was carried out from four aspects that were the climate, the water quality, the air quality, and the regional noises. The traveling climate physiology indexes, which are more popular at present, comfort index, wind effect index, and climate characteristics were adopted to evaluate the climatic conditions of this region. The river and drinking water conditions, which are representative in this region, were analyzed according to the stipulation of "Surface water Monitoring Standard" and evaluated by adopting "the average value synthesis pollution exponential method of the ground water". The data of three indexes including SO2, NOx and the total suspended particles were chosen as the evaluation factors of atmosphere quality in Yichun region. Compared with the "Ambient Air Quality Evaluation Criteria" (GHZB1-1999), the air quality was evaluated by adopting "the air quality synthesis pollution exponential method". The regional noise in Yichun was monitored and evaluated from three aspects that were the regional ambient noise, 24 hours functional areas noise and the traffic noise.Combined with the actual situation of Yichun, a scientific classification system program and the quantitative evaluation method of eco-tourism resources of Yichun region was drawn up, on the basis of summarizing the work experience of former experts and scientific researchers. Not only the attribute classification but also the scale gradation has been taken into consideration in this program so as to be convenient for the quantitative evaluation of resources. The new classification system is divided into three arrangements: series, type and pattern. Compared with the standards for "classification, investigation and evaluation of tourism resources" (GB/T18972-2003) , the new classification and gradation system is pithier to some extent in terms of the variety quantity of eco-tourism resources. When reflecting the monomerattribute of tourism resources, the pattern was used to determine the nature. Suppose the scale of "pattern" was divided into three ranks: field, segment, and site, which reflect the concept of large, middle and small scale separately.The concrete evaluation system and method of regional eco-tourism resources was put forward as follows: first, resources classification. According to the eco-tourism resources classification system drawn up in this subject, the attribute classification of the monomer of eco-tourism resources surveyed generally was carried out to determine the basic type (pattern) and the scale rank in accordance with its scale. Secondly, sketchy evaluation. The monomers with lower resource quality were filtered out through the sketchy evaluation, and the type trend of tourism resources in the region could be obtained quantitatively. Thirdly, precise evaluation. The evaluation content and evaluation indexes system were defined at first for the surplus monomers with higher score, and then the weight of every evaluation factor was determined by employing Analytic Hierarchy Process combined with Delphi Method. According to the weight distribution, the standard score table of evaluation indexes was established and divided into five ranks. The multistage fuzzy pattern recognition model and the non-structure decision-making theory were used to evaluate the program synthetically and obtain the subordination rank of tourism resources. Precise evaluation can determine the rank of tourism resources in a broader range, making the resources in the region comparable on the worldwide scale.The suitability of eco-tourism development of Yichun region was evaluated and analysed. From the respect of climatic condition, water quality, air quality and environment noise as well as transportation, communication, power, heat supply, education, culture, physical education, city infrastructure, economic, social and environmental benefits which can put forward the eco-tourism have been analyzed and evaluated. The general conclusion shows that to develop eco-tourism is of obvious advantage and great potential.From the sketchy evaluation and precise evaluation of eco-tourism resources of Yichun region, it can be known that the natural eco-tourism resources are prevailing absolutely in Yichun region, followed by the humanistic eco-tourism resources, but the service series eco-tourism resources have the lowest score. The quantity of eco-tourism resources is mainly concentrated in the superior grade, the good grade and the intermediate grade with the most good grades and fewest special superior grades and bad grades, conforming to the normal distribution. The zoning condition of superior-grade and good-grade eco-tourism resources is obvious, basically following the distribution of north(Jiayin,Tangwanghe,Wuying)—-center(Yichun, Shangganling)—-east(Jinshantun,Meixi)—-south(Tieli,Dailing). Through the evaluation analysis of development suitability, the convalescent holiday of Yichun region has the highest total score, respectively followed by touring and sighting, sports and exploration,scientific research and practice, and broadening horizons.The research on the development strategy of eco-tourism resources in Yichun region was carried out on the basis of the evaluation results of tourism resources and the analysis of tourist source markets. The principles and goals were defined, based on the SWOT analysis of eco-tourism development of Yichun region. The principles were defined as seven respects, including the principle of ecological priority, people foremost, market orientation, highlighting distinctive features, forging competitive products, structural optimization, cascade development and so on. It was proposed that the development of vocation forest eco-tourism was positioned as the general goal. The general pattern of tourism development of Yichun region was defined as "one center, two belts, four areas and five spots", that is, one center, two ecological landscape tour belts, four big eco-tourism gathering areas, and five big key eco-tourism spots. The main tourism projects were planed respectively in "two ecological landscape tour belts" and "four big eco-tourism gathering areas". Finally, countermeasures for the protection of eco-tourism resources were proposed.Yichun forest region exposes some problems to a greater or lesser degree during the eco-tourism development, such as low-level planning, low recognition of resources, unchecked development and construction, low quality tourism products, ineffective environmental protection and so on. So this research is of great and realistic significance to facilitating the sound development of the eco-tourism of Yichun region. At the same time, this positive research will also make a contribution to the development of the evaluation and development theory of regional eco-tourism resources.
