On The Construction Of Chinese Fisherman's Cooperative Society From Japanese Fishery Joint Association

With the increasing demand of the marine fishery from the human being, the understanding of the people to the marine fishery resource has changed, it has been acknowledged that the marine resources are limited, so comes out the problem of the sustainable utilization of the marine fishery resources. During this process, the exploration about the marine fishery management models has been further deepened, and the marine fishery management has been transferred to the fields of economic, sociology from the field of biology before the WWII. The common management model based on the economic, sociology has been gradually recognized in practice, and especially the common management model of Fishery Joint Association, which is based on the fisherman's cooperative organization in Japan, set a good example to us. This is because China and Japan have many similarities in socio-culture, ecology and social attributes. Moreover, according to the building of Game-model, we can further analyze how the government, fisherman's organizations and fishermen can reduce the management cost, develop the fishery in a sustainable manner. Therefore, this dissertation will propose and construct the management system of marine fisheries in China on the basis of Japanese fishery joint organization.This thesis at first introduces the propriety right based management theory, theories of intermediary organizations, and reviews the related researches on marine fishery resource management at home and abroad. Then I introduce the present situations of the Chinese marine resource. The statistics show that the marine resources in China are over-exploited. This is because of the characteristics of the marine fishery and the failures of the marine fishery management system which doesn't have the fisherman's involvement. However, after the examination of the Chinese fisherman cooperative organization, it is concluded that the Chinese fishery association cannot take the responsibility of the fishery management. How Chinese fisherman cooperative organization can play an important role to ensure the sustainable develop of our marine resources has become the important topic facing the fishery resource management departments in China.The practice shows that the Japanese common management model based on the fishery joint association has been successful. This is because the joint associations who owns the distribution right of the fishery right have played an important role in the fishery management. The joint associations have bridged the gap between the government and the fisherman, so that the three players of government, fisherman's organizations and fisherman have balanced perfectly. On the basis of the three player game model, we can conclude that the involvement of the fisherman cooperative organization can reduce the cost of monitoring and management, change the functions of government, meanwhile, it is the precondition for the effective government monitoring.Combined with the present situations of China, this thesis discussed the feasibility of the common management based on the fisherman's cooperative organization. In light of the successful experiences of Japanese fishery joint association, we come up with suggestions on the fisherman cooperative organization with Chinese characteristics, and on how to build the good interactive mechanism between government, fisherman cooperative organization, and fisherman in China.The innovation of this dissertation is to analyze logically the mechanism that the marine fishery management system based on the fisherman cooperative organization can play an important role, according to the construction of the three players model of government, fisherman cooperative organization and the fisherman. It also studied the feasibility of building Chinese fisherman cooperative organization, with references to the marine fishery resource management practices in Japan. This work is indeed distinguished from the previous qualitative research on the fisherman cooperative organization in the academe, and this is the important value of the dissertation.
