Research On The System Of China's Enterprise Pension

Since 1970s, there has been a great upsurge of reform around the world in endowment insurance system and retirement system after the appearance of a series of problems such as Petroleum Crisis, Endowment Crisis and Aging Crisis. Each country around the world has put forward the idea of setting up enterprise pension system and has put it into effect. Our country is of no exception.Since the mid 1980s, Chinese government has made reforms in traditional state-unit guarantee system. By summarizing experiences and learning experiences from the advanced countries such as U.S.A, China formally has established a multi-layer endowment guarantee system and aimed at developing enterprise pension system into one of the Three Pillars of endowment guarantee system. While after ten years hardworking, what is the situation now? Are there any serious problems left? How to work all these problems with the experiences from advanced countries? What policies should our government issue next? In this dissertation, we will focus on all these questions.This paper, bases on the analysis of inefficiencies in enterprise pension system, give our policy recommendations on the construction of China's enterprise pension system. This paper consists of five chapters.The first one describes the basic questions of enterprise pension, including the concept, the development process and the fundamental theories. The second one summarizes the developed course, status quo and main problems of China's enterprise pension system. In the third one, we analyze and compare the mature enterprise pension system set up in the western countries, thus summarize the inspiration China can get in establishing her own system. Further, we compare the two main methods of DC and DB, figure out the particular model agrees to China's situation. In the last chapter, we discuss the investment of enterprise pension, focus on three aspects—the admission and exit mechanism, the way to investment and the regulation, some suggestions will then be put forward.
