Research On Regional Science & Technical Resource Optimal Allocation

By multiple application of region innovation theory, Game theory, institutional economics and theory for systematic Science and optimization and in combination with the allocation of science and technology resource of Guangdong province, A thorough and systematic research on allocation and utilization of science and technology resources in a region was made in this dissertation. This research was mainly performed from the following three aspects: The first was on theoretical analysis of optimization distribution of regional science and technology resources.; The second was on analysis of current distribution of foreign science and technology resources and on use their experience for reference; The third was on analysis of substantial evidence on current situation of allocation of science and technology resources of Guangdong province. This study not only provided a theoretical reference for optimization distribution of science and technology resources in our country, but also provided important reference and guidance for preventing improper allocation of science and technology resources, and enhancing its distribution efficiency and stimulating the coordination and scientific development of regional economy. At the same time, the study also provided reference and guidance for optimizing distribution of Guangdong provincial science and technology resources and for raise the competitive ability of Guangdong province.Concept of science and technology resources was discriminated, the guidance role of regional innovation theory, game theory and institutional economics on the optimization distribution of regional science and technology resources was also discussed. The mechanism of main body on distribution of regional science and technology resources was analyzed. then, The influence of science and technology reforms on distribution of science and technology resources in a region, location and roles of government, institution for scientific research of government, financial setup, intermediary organization and various activities of science and technology in distribution science and technology resources were discussed and elaborated; in addition, the sharing mechanism on regional science and technology resources ,the sharing problem on science and technology resources and the limiting factors limiting in the share of regional science and technology resources was analyzed from the angle of economy, and then aims and task for sharing of regional science and technology resources and the motion system for sharing of regional science and technology resources were expounded and discussed. Suggestion and countermeasures on how to do well in sharing of regional science and technology resources were proposed and the guarantee mechanism of institution on optimization distribution of regional science and technology resources were also discussed from the angle of property system, law system, income and distribution system and macro-control system.An analysis on science and technology systems, manners for distribution of science and technology resources, distribution of science, technology and financial resources, development in science, technology and human resources and construction of platform for science and technology research and development in China, the United States of America, Japan and Korea was performed. The existing problems on distribution efficiency in science and technology resources, distribution scale and structure of our country were pointed out. And suggestion and countermeasure on how to learn and draw lessons from advanced experiences of foreign countries on distribution of science and technology resources were finally put forth.Current situation of optimization distribution Guangdong science and technology financial resources, human resources ,equipment resources and laboratory resources were analyzed and current problems were pointed out, Pathway for solving these problems were also proposed. After analysis on the intension and its appearance of distribution efficiency of science and technology resources and comment on evaluation method for distribution efficiency of regional science and technology resources, evaluation models for efficient distribution of Guangdong science and technology resources were constructed. At the same time, relevant data were analyzed and operated by the method of Clustering Analysis with SPSS software, and the efficiency in distribution of Guangdong Science and technology resources was evaluated.Analysis of authentic proof on the relation between input of science and technology and increase of economy was performed by application of grey correlation degree analysis. From our research, we concluded that compared to other inputs, input for science and techno logy researchers can exert more significant effect in stimulating the Guangdong economy increase than any other inputs. And our work present here have provided some important guidance in how to make exact policies for funds input to science and technology researchers, technological import and R&D.
