As the construction land within the scope of planned city proper, urban land is the material base of the urban society and economy. Highly-efficient utilization of urban land means highly-efficient allocation and highly-efficient use of the urban between different departments, industries, enterprises, projects and users. It relates to such major issues as living quality of the mankind, sustainable development and so on. "High efficiency" has two meanings: firstly, it means "high profit", which mainly reflects economic benefit, social benefit and ecological benefit; secondly, it means "high frequency" utilization of urban land.When making a study of the highly-efficient utilization of urban land, we should not only research the efficiency itself in urban land utilization, but also research all the factors which conduce high and low efficiencies in urban land utilization and their interaction mechanism.
