Study On Heilongjiang Province Eco-city Construction System

The 21st century is an ear of fast development of human urbanization. The unceasing consummation of urban development and function, which has a formidable radiation effect and demonstrating benefit to the society and the economic development from periphery area, promotes the regional economy development and the progress of the society. While human beings have created great material wealth, they have consumed the resources of humanity's livelihood in excess, which bred the destruction of ecological environment, in- or directly threatening the survival and development of human beings. The implementation of ecology city, protection of ecological environment of human beings, and construction of ecology city as the carrier of the development of society and economy, which made coordinated development between the population, resources, environment, economy, society to realize the consume expend, enterprise production, and social development sustainable, had become an urgent being solved problem in the world and every country.Utilizing circulation economic theory, sustainable development theory, system dynamics theory and urban ecology theory, this dissertation carried on the summary of ecological city construction in domestic and foreign research, introduced the construction of typical ecological cities in Chinese and foreign cities, especially some cities of ecological construction from German, Singapore, Brazilian and some cities in China, for example, Shanghai, Yangzhou, Shenzhen, and made a compare between them, which pointed out what were the shortages of ecological city construction in our country. From the multiplexed system dynamics angle, and according to the thought of sustainable development theory, this dissertation analyzed the system structure of ecological city construction in Heilongjiang Province, which included three subsystems, namely natural subsystem, economical subsystem and social subsystem, and their respective component elements as well as the ecological construction functions and roles in Heilongjiang Province city. This dissertation also adopted the system dynamics model flow graph to express the relationships of three subsystems vividly in Heilongjiang Province ecological city construction. Based on the analysis in detail of the main factor foundation of the three sub-systems in Heilongjiang Province ecological city construction, this dissertation constructed the systems dynamics equation of differential form for the Heilongjiang Province ecological city construction system coordinated development, and constructed the basic frame of Heilongjiang Province ecological city construction. Through deep thought to ecology urban construction models in our country, and combining the reality of Heilongjiang Province, this dissertation constructed the natural environment goal patterns, the economic environment goal pattern, and worsening social environment goal pattern of Heilongjiang Province ecological city construction, and made a detail analysis of them. Using the extension theory to construct extension theory model to carry on quantifying describing, this dissertation the constructed the appraisal indicator system and the extension theory evaluation model for evaluating the level of Heilongjiang Province ecology urban construction, and using it in the actual appraisal including the analysis to its measure results, which made a close band between the theory and the practice. Based on this and the strategic angle of nature - economy - society sustainable development, this dissertation proposed the measure safeguard system of Heilongjiang Province ecological city construction from three aspects of ecology urban construction natural subsystem, the economical subsystem and the social subsystem, whose research results not only provided the science instruction for the Heilongjiang Province ecology urban construction, but provided some new science methods and new thoughts for the construction of ecological city in our country.
