Research On Comprehensive Evaluation Theory And Methods Of Urban Infrastructure Service Level

The moderate and coordinated development of various systems of urban infrastructure is the foundation of city health. Therefore the urban infrastructure service level evaluation is the important demand of government as well as the important issue of urban planning, construction and management. Various disciplines and researchers made attempts in this area in recent years. However, due to the lack of linking up between the two fields of urban infrastructure and the evaluation combined with China's situation, there are a lot of problems and disputes in the understanding, requirements, expectations and application of the evaluation, and in the evaluation pattern, indicators, models, weights and value judgments. Moreover, there are few research concerned with the whole system and coordination from the perspective of urban planning.According to these situations, there are two levels of study purposes in this paper, which are (1) how to clarify the problems of the understanding and practices of evaluation within the theory and methods aspects; (2) how to solve on the application sample of the comprehensive evaluation of urban infrastructure.Based on there purposes, the following studies are addressed in this paper:(1) Systematically sort out problems and disputes. Introduce the research of the fields of urban indicators, evaluation theory in philosophy, and comprehensive evaluation theory and methods in statistics, seeking the root of problem and theoretical support. Establish the research platform, taking the standard theory and the process theory as the framework.(2) Explore the root of problem of the evaluation practices at present, that is, the separation of indicators from evaluation purpose at the start, the indistinction of the expected results at the end, and the defect of evaluation pattern.(3) Clarify the context and orientation of this research, improve the evaluation pattern, link up the 5 kinds of evaluation purposes with 9 kinds of evaluations and various technical routes, including 4 kinds of single evaluaitons, 2 kinds of coordinated evaluations, and 3 kinds of synthetic evaluations.(4) Discuss the indicators, calculation methods, relative standards, evaluation principles and value judgement in depth, and take several innovative means including studying 31 categories of infrastructure grouped by 5 characteristics of planning, introducing the concept of dispersion coefficient, choosing the synthesis model by different value orientation to the advanced or backward items, exploring the weight bases according to the elasticity of demand, the frequency of use, the output patterns, and the consumption characteristics of infrastructure. Then select 66 cities as samples and make calculation tests, analyses and examinations to the 9 kinds of evaluations.(5) Discuss the problems and disputes within the application and pursuits of evaluation, and put forward the proposal to the improvement of basic statistics.
