Property management is the process of social development in China. It comesfrom the reform of housing system and become a new type of service management. Itbecomes from the planned distribution system into private property rights ofindividuals, from the management into the service of housing residents and owners.At the same time, because of various reasons which led to the diversification ofhousing types, the diversification of property services, property management, as wellas the diversification of social policy, it make simple property management becomethe hot spot of common concern, and also one of the conflict of social policy.Propertymanagement for those problem areas, the Government has taken steps to formulateappropriate social policies to intervene. However, there is a large part of the policyfailure.It because of the conflict in multi-cause of benefits,then the governmentpolicies lead to failure. Mainly reflected in: First, some policy from theimplementation have had no effect. Second, some of the policies is effective at anearly time. However, with the passage of time and economic and socialdevelopment,at today's point of view,it become null and void policy,and also takes theproperty management a major obstacle.Under the social transition and the pattern of multiple interests, how should thegovernment to formulate and implement effective social policies.First, norms anddominant. We must first define the main duties and rights of actors. Addition, theGovernment should formulate a unified rules of the game, to make conflictcoordinated at the balanced track.Second, services and coordination. Governmentshould take responsibility of the construction of information platform witchindividuals, and businesses can not afford. To improve the construct information andeliminate the asymmetric information. Third, monitoring and evaluation. Governmentshould set up a mechanism of monitoring and evaluation. It can make sure that theimplemented policies are running well. Therefore, there must be a subjective measureto evaluate the quality, standards, fees and charges, and customer satisfaction. Thispaper take Shanghai as an example, analysis the property management policy underthe background of the social transition, research in the context of socialtransformation in the pattern of multiple interests, the Government means how tocoordinate the relationship between public policy and ensure the smooth implementation of property management policies in order to property management inour country to resolve the contradiction.
