As the land resource carrying transport activities, transport land is a basic transport resource. From the aspect of transport development, China as a whole is in the initial stage of transport development, the eastern coastal area is transferring to the improving stage of transport development, which is a stage with prominent contradictions between supply and demand of transport land. From the aspect of transport construction, many provinces will face up to a shortage of transport land during the12th Five-Year period. How to optimize utilization of transport land and implement intensive and economical use of transport land is a major issue for transport infrastructure construction for China in the future.Our research object is to study how to effectively constraint and reasonably promote healthy development of transport infrastructure, and structure optimized utilization mechanism system of transport land from the macro-, meso-and micro-level. Transport resources allocation theory and transport economics analysis method of "products-resources-network economy" are used to analyze the economic connotation of transport land configuration in theory. On this basis, taking the United States, Britain and other international and domestic cases for example, investigating through statistics analysis, historical comparison and field studies, analyzing through literature study, survey and expert opinions, draw a general rule. Combined with a variety of restrictive conditions for the development of China’s transport, propose operational policies and recommendations. The main contents and conclusions of the paper are includes as the following:Firstly, This paper analyzes the economic connotation of transport land, taking transport land configuration as the core of transport hard resources allocation, and proposes three levels of transport land configuration, building an analysis framework of land demand-resources-network economic for transport land configuration. From the perspective of transport demand, the essential requirement of optimal allocation of transport land is to meet reasonable transport demand; from the perspective of transport resources, the constraints of optimal allocation of transport land is to satisfy sustainable resource use; from the perspective of network economics, transport land allocation needs to comply with the requirements of the economies of scale and economies of scope, to satisfy transport demand using less land resources, the realization of transport network economies is the process of optimal allocation of transport land.Optimized utilization of transport land is to improve the product of land resources for transport infrastructure in the short term, in the long term it is to achieve the best optimized allocation of transport infrastructure in the long-term balanced growth of economy. Based on the reality of transport land in China, transport land configuration is analyzed from the perspective of the transport land allocation mechanism, transport structure and planning mechanism, transport projects land co-use etc. from Chapter4to Chapter7.In the aspect of transport land configuration mechanism, the paper analyzes and concludes the international and domestic system, proposes to improve land use regulation, reform the free allocation mechanism of transport land in project level to promote land use with compensation and make market to play a fundamental sue in transport land use allocation. Learn from the lessons of railway development in the United States, Britain and other countries, combined with our reality, it is proposed that transport basic network is the basis of transport land configuration optimization, unified planning and construction of the central government for transport infrastructure network is more useful to form a supply-demand balanced transport basic network. The paper analyzes the land use efficiency of various transport modes and transport infrastructure spatial pattern, proposes transport land use pattern and spatial structure configuration optimization recommendations based on comprehensive transport ideas. Transport land co-use is investigated and the relations between co-use and transport network economy is analyzed, it is concluded that three-dimensional transport is one of the main performance of transport land co-use and the co-use is helpful to promote transport land configuration optimization in project level.According to the research findings, our main policy recommendations for transport land use configuration optimization include as the following:According to the rule of classification and gradual advance, the mechanism of transport land use with compensation should be set up; strengthen unified planning and implementation of transport basic network; establish and improve comprehensive use and three-dimensional development mechanism of transport land.
