As a close neighbor of Korean Peninsula in the region of northeast Asia, China hasa special relationship with Korean Peninsula as lip for teeth, gate for a house. TheKorean Peninsula has been a strategic buffer zone of China for a long time to form astrategic barrier of China’s security. This is not only the reality of northeast Asia or eventhe whole Eurasia, but also the result of the history evolution of East Asia for thousandsof years. In the early21stcentury, the situation of Korean Peninsula has significantmeaning for China, which has a great stake with China’s national security, peace,stability, development and prosperity. China’s national interests are currently influencedby the DPRK nuclear issue, North and South Korea confrontation, the inhibition ofNorth Korea from USA, Japan and South Korea, etc.. The implementation of China’spolicies on Korean Peninsula is not only facing the opportunity to play a role in KoreanPeninsula affairs, but also facing the multiple challenges of North Korea’s insisting onnuclear strategy, worsening Peninsula situation, and the containment of China by USAand Japan with the name of containing North Korea.The situation of Korean Peninsula is turbulent. This paper intends to deeply discussthe issues on how China determines her interests target in Korean Peninsula, whatmeasures and strategies to choose to maintain her own interests, evaluating and studyingthe strategic performance of China’s Policies on Korean Peninsula, and holding thetrend of China’s policy development on Korean Peninsula. This paper takes the processof the foreign policy study as logic clue. That is: the structure of the paper is designedaccording to the policy background, target, content, implementing and evaluating mode;trial statements are made on the targets, principles, tasks, measures, process and steps ofthe China’s policies on Korean Peninsula in early21stcentury. Besides the introductionand conclusion, the body of this paper is separated into five parts.Chapter One, Korean Peninsula Affairs and China’s Peaceful Development. As the beginning, this chapter is an introduction to the background of China’s Policies onKorean Peninsula and a foreshadowing of the follow studies. With the consideration ofKorean Peninsula’s strategic values on China’s peaceful development, national securityand geostrategy, the current nuclear problem of North Korea, confrontation betweenNorth and South Korea and the confrontation between North Korea and the party ofUSA, Japan and South Korea are related to the China’s national interests and become athreat and challenge for China’s peaceful development. There are both dependence andprecaution in the strategy of North Korea to China. And the opinions on peninsuladenuclearization held by the northeast Asian countries have both cooperation anddifference. The new leaders’ strategic responses to the peninsula situation trend of Northand South Korea, the position and adjustment in the relationship of China and NorthKorea, China and South Korea, the cognition and response to the emergence of China ofUSA and Japan have make opportunities and challenges for China’s policies on KoreanPeninsula in the early21stcentury.Chapter Two, the environment, interests and targets of China’s Policies on KoreanPeninsula in the early21stcentury. The analysis on environment, interests and targets isthe starting point of the study on foreign policies. The analysis on the environment ofChina’s policies on Korean Peninsula is the important reference for setting China’spolicies on Korean Peninsula. After entering the21stcentury, the North Korea insists thenational strategies of military-first politics and possession of nuclear weapons; SouthKorea Lee Myung-bak government takes pragmatism diplomacy and the line of pro-USsparse China. These changes leave some impacts on China’s security, strategy, andeconomy interests in Korean Peninsula. China takes maintaining Korean Peninsulapeace and stability, developing the good-neighborly relations with North and SouthKorea, promoting the economy and society of North and South Korea as targets, andreadjusted the Korean Peninsula policies in the early21stcentury.Chapter Three, China’s policies on Korean Peninsula in early21stcentury. Thischapter is the core of the whole paper which states security, diplomacy and economy ofChina’s Korean Peninsula in details on the basis of macro studies on China’s KoreanPeninsula aims, principles and characteristics. China’s policies on Korean Peninsulahave the aim of maintaining the peninsula peace and stability and principles of peaceand stability, self-dependence and self-helping, mutual prosperity. And Chinaimplements different policies in North and South Korea in security, diplomacy and economy according to the new changes in Korean Peninsula and the differencesbetween North and South Korea.Chapter Four, the implementation of China’s policies on Korean Peninsula in theearly21stcentury. The measures and strategies of foreign policies are the concreteimplementation of the policy principles and related to the implementation of the policyaims. China maintains the peace and stability of the surrounding environment needingthe security measures of maintaining peace, diplomatic measure of consultations andeconomic measure of cooperation and mutual benefits to maintain the national interests.In the selection of tactics, to achieve the policy aims in China’s policies on KoreanPeninsula through initiative preventing, multilateral security cooperation and long-termservice of peace and development.Chapter Five, evaluation of China’s policies on Korean Peninsula in the early21stcentury. China’s policies on Korean Peninsula have the performances of maintainingChina’s national interests, improving the impact of China’s diplomacy, maintaining thepeace of Korean Peninsula and security of northeast Asia and promoting the tradecooperation with North and South Korea. The implementation of China’s policies onKorean Peninsula is facing various difficulties and challenges as U.S. containment ofChina, North Korea’s differences with China, Korea doubts and fears for China, thepressure of international public opinion, etc.. The China’s policies on Korean Peninsulashould be continuing perfected in the aspects of improving the impact in KoreanPeninsula, promoting the construction of mechanism, enhancing the efforts to intervenein the North Korean nuclear issue, and improving the speaking right on the Peninsulaissue.
