The Study On The Contemporary Ecology Immigration Strategy In China

China, like many other countries and regions at present time, is confronted withserious poverty and ecological environmental problems which usually appearconcomitantly and in mixed state. They severely threaten China’s ecological securityand the continuous development of economy, which effect the construction ofharmonious society. In order to solve these two serious problems, Chinese authoritiesbegan to extensively study and practice the ecology immigration strategy at thebeginning of21stcentury. That is to say, by means of immigrating the poor peopleliving in the unlivable areas and those in the important ecological areas, thegovernment tried to eliminate poverty and promote the ecological environment, inorder to practice the harmonious development among the population, resources andenvironment, whose core is readjust the relation between human and nature.Much attention has been paid to the performance of ecological strategy by thedomestic and foreign scholars and senior governmental officials. It also became the hotspot in the academic circle and produced many achievements which are mainly in thefields of economics, sociology, anthropology and ethnology etc. However, there lackthe systematical studies from the view of ecological immigration. The ecologyimmigration strategy, as one of the important regulations of constructing socialismwith Chinese characteristics, should be systematically studied from the perspective ofthe theory of sinicization of Marxism. The author tried to study prove it in thisperspective by writing the thesis.In the thesis the author analyzed and induce the achieved theoretical results insocial science with the methods such as interdisciplinary study, literature review andsystem analysis. Based on these results, the author made systematically studies theecology immigration strategy taking the ecology immigration in Inner Mongoliagrassland for instance, according to the formation of strategy, historical process, logical construction, practical value, and performance etc. in order to construct thebasic structure of the ecology immigration theory with Chinese characteristics.The thesis includes four parts:Part one The Formation and Development of Chinese Ecology ImmigrationStrategyThe author mainly discussed the theoretical basis of the formation of Chineseecology immigration from the relative theories such as Marxism’s ecology, populationecology, restoration ecology and sustainable development; the practical evidences ofthe strategy formation from three sides: the present situation of Chinese ecologicaldeterioration, the feasibility of ecology immigration and the experiences of ecologyimmigration; and the historical process of the formation of the ecology immigrationfrom four sides: the proposal, the formation, development and improvement of thestrategy.Part two The Logical Construction of Chinese Ecology Immigration StrategyOn the basis of the policy documents of the central and local governments,together with some relevant theoretical results, the author elaborated the guidingideology and principle, strategic aims and steps, strategic contents and emphasis andstrategic security system about the ecology immigration strategy.Part three The Practical Value of the Ecology Immigration StrategyBased on the theories of the nation’s ecological security, Chinese ethic theory andpolicies, urbanization and anti-poverty, the author discussed, according to the practicalsituations, the strategy’s guiding significance to the guidance of the country’secological security, promotion to the development of the minor nationalities regions,acceleration of the urbanization and development of poverty relief in rural areas.Part four The Difficulties and SolutionsIn the process of practicing the strategy, there will be lots of difficulties andproblems while practicing the strategy because of the limitation of thoughts, capitalinvestment, management, system, industry development and social culture etc. Toovercome the difficulties and solve the problems, the author put forward somecorresponding measures and suggestions to ensure the performance of the strategy.The construction of the theory structure on Chinese ecology immigration strategyis a kind of innovation, from the theoretical perspective of the sinicization of Marxism.The systematization of ecology immigration strategy will be helpful to the theoretical system of the socialism with Chinese characteristics, to the perfection of national andlocal ecology immigration policies, to the guidance to the performance of the strategyespecially in minor nationalities areas. In this way, the aims of economy development,elimination of poverty and protection of environment will be achieved. The relationbetween human and nature will be more harmonious. Meanwhile, the thesis canprovide some theoretical reference to the scholars studying on the problems of theecology immigration.
