As China’s sole ruling party,the Communist Party of China is the core of thecurrent political system.Personnel selection and employment issue is an importantissue that must be concerned about,reflected on and can not be ignored by thelong-ruling Communist Party of China,the issue is also a major issue that must beaddressed faced by the political system reform.By means of history observation ofpersonnel selection and appointment system,we can see,the formation anddevelopment of the Communist Party of China’s selection and appointment systemand mechanism is closely related to that of the political system.Therefore,only toexplore personnel selection and appointment issue from the view of the politicalsystem reform,we can conclude with an accurate judgment and clear thinking on theissue.Personnel selection and employment to some extent,reflects architecture andrunning status of a political system.People is the bearer and promoter of the politicalsystem.State,society and political party are elements that constitute a politicalsystem,position of the three elements within the framework of the political system,tosome extent,appears as reasonable division of function and rational allocation ofpower among the ruling party,government and society.In modern political life,theparty’s ruling expands in the political structure of society-political party-state,andform a political process with inherent regular pattern.Political recruitment is animportant function of political party,which reflects political intent of political party inpersonnel selection and employment and provides organizational guarantee forachieving and consolidating the ruling position.To study personnel selection andemployment in the condition of party government can not be arrested in the politicalparty itself,the study must be placed in the structure and operational system ofpolitical system.Analysis of the correlation between personnel selection andappointment and the political system reform,we can see that personnel selection andappointment must adapt to changes in the environment of political ecology,personnelselection and appointment achieves institutional change through elite conversion,thepolitical system reform provides important opportunity to enhance legitimacy ofpersonnel selection and appointment,the political system reform is a fair and competitive impetus of personnel selection and appointment,personnel selection andappointment is an on-going policy process in the political system reform.The political system reform must have broad vision and democratization,scientific and institutionalization trend.The strategic goal of the reform,the coreconcept and value demand of “Chinese Democracy”,and the basic meaning of theruling party construction itself all show democratization value point. Scientific is toexplore the basic condition of the political system,the ways and means all levelsparticipate in the reform,the role all levels play in the reform,and the impact all levelsbring about,to carry out targeted design at all levels of inner-party relations,the partyand government relationship,the relationship between the ruling party and otherpolitical parties,the relationship between the party and society in the politicalsystem.The reform target areas can not be confined to one-dimensional space of thepolitical party only,they must expand three-dimensional space in political party,stateand society.Institutionalization,standardization is the final destination of thereform,the political system reform,in the final analysis is to create an optimizedsystem for personnel selection and appointment.Considering and analyzing Chinese political system and operation of personnelselection and employment from the vision of the political system reform,we caninsight into main contradictions and problems of the personnel selection andemployment and institutional reasons,and thus can understand the objective necessityof reform more clearly.By analyzing and studying the political system of the SovietUnion and its personnel selection and employment,its remains imprinted in thepresent political system more or less can be found,an important aspect of the rulingparty election and appointment reform is to get rid of negative factors of the “Sovietmodel”.Human political civilization possess universal significance,analysis and studyon the Western political system and personnel selection and employment of politicalparty is to learn from and employ achievements of the political civilization.Paper takes a systematic thinking on personnel selection and puts forward thegeneral idea.According to decisive role of the ruling party as the political body underframework of the political system,the legality is logic basis points of the rulingparty,the rule of law is the institutionalized manifestation,as well as the internalevolution logic is that political party promotes the political system reform,we mustadhere to principles of Party Managing Cadres,legal and scientific,the rule of law.Political reform has the characteristics of adaptability, progressive andmaintaining continuity of the existing order under established authority.In order topush forward reform actively and steadily,reform strategy,way and procedure inpersonnel selection and appointment must correctly handle the relationship betweenopenness and inclusiveness,“trial and error” and the top-level design,inheritance andpioneering,the individual breakthrough and the overall advance.Personnel selection and appointment reform must be adapted todemocratization,scientific and institutionalization requirement of the political systemreform,select the appropriate path for the problems,achieve organic connection andoperation of society-political party-state truly.In the context of democratization,thedevelopment of inner-party democracy must be deemed to a toppriority,namely,highlighting the principal position of party member,giving full play tocarrier role of the party’s committee system,bringing about party electionsbreakthrough,the most critical measures in which is,establishing a set of structure andoperation mechanism of power within the party based on the inner-partydemocracy.The Communist Party of China must adopt a way developing inner-partydemocracy to drive people’s democracy,promote political participation of the corevalue of “the people are the masters” orderly,and treat development of grass-rootsdemocracy as a breakthrough point.In the context of scientific,around the target areasof political system reform,the party power relationship between awarding andreceiving must be straightened out within the party relationship, democraticcentralism must be improved and exert value of its inherent advantages of thesystem.Separation of party and government must be achieved in the sense of structureand function in the relations of party and government.A fundamental way toseparation of party and government is to improve the control regime way of the rulingparty,by strengthening penetration of the party,the party elite is recommended to thepublic to choose,and transported to the most important positions in power throughlegal procedures.The relationship of party rights and legal rights between the partyand the National People’s Congress must be handled correctly,reflecting the delegateauthority position of the National People’s Congress, so the National People’sCongress can really perform their lawful authority,play the role of checks andbalances in personnel selection and employment.In the relationship of the party andother political parties,scientific allocation of political resources under the party system must be achieved.To exploit latent energy of the party system of Chinesecharacteristics,and thus to circumvent abuses of the competitive party system and thenegative impact of the electoral competition in institutionalized way.To strengthenpolitical oversight of the democratic parties will reduce the mistakes of the rulingparty in personnel selection and employment,thereby to reduce governing risk of theparty.In the relationship of the party and society,the key is to pioneer the legitimacypath of recruiting and conveying the social elite, and to provide elite flow for open,fair and just system channels.In the context of institutionalization,the rationalconvergence of party regulations and the “Civil Law” Act must be established,thescientific cadre institutional system supported by the “Civil Law” legally must beexplored and established.To clearify the scope of election system and appointmentsystem,to combine the “selection” and “election” and to form an organic system ofsexual relations.To build electoral system as the core system channel,and to promotecompetitive election.To establish represent-support relationship between elite and thepeople.To implement strict tenure system and removal system,and thus to ensurethat the political elite in leadership positions would be constrained by what democracyauthorized.
