Poverty Reduction Strategy Research Frontier Ethnic Regions

Poverty is an important constraint on economic and social development in minority areas. The implementation of the poverty reduction strategy is not only a worldwide meaningful subject, but also the inevitable requirement of carry out the party’s "two common" policy about national work, and build a well-off society in national regions in the new period.This paper systematically expounds the theoretical basis of poverty and poverty reduction strategies, and combed the main mode of poverty reduction at home and abroad, emphatically into the existing problems and new challenges of traditional poverty reduction theories and patterns in building a well-off society stage, especially the ethnic border areas which faced with great poverty alleviation pressure and the strategic mission of change the poverty reduction mode from material poverty alleviation to both of the substance and rights. And this article clearly put forward the implement of poverty reduction strategy in border ethnic areas is an important content of the party’s national policy in the new period.To put the implementation of both material and rights poverty reduction strategies as the foothold, taking YunNan province as an example, this paper deeply analyzes the present situation, the progress and characteristics of poverty reduction in frontier minority areas, people-oriented development concept and poverty reduction standards have greatly improved. Economic dimensions put together to the right dimension, and the highlight impact of social development restriction in frontier nationality areas, put forward the innovation of poverty reduction strategies in frontier minority area, it must be achieved by the transformation of six aspects include poverty reduction concept, target, object, standard, policy and channel.This article from four aspects-the theoretical basis, specific connotation, path selection, and practice to illustrate the new proposition of how to realize the transformation:on theoretical basis, selected empowerment theory and scientific development theory; on specific connotation, raised the theory of promote all-round development of people as the basic concept, to achieve the new dominant goal of common prosperity about the development of minority area. The development of poverty alleviation, social poverty reduction, education, culture of poverty alleviation as means, co-ordinate urban and rural sustainable development planning as a mechanism, and on the ways of application, make a new design about the path of four-government promotion, social promotion, participation promotion, and market promotion.This article considers from the total target of build a well-off society in the frontier ethnic areas. In view of the urgent problem of poverty reductions, this paper re-examined the poverty reduction strategy from six aspects of concept, object, target, standard, policy, and ways, that means make a rich construction about connotation, basis and practical path of transformation. It is not only an active explore about economic and social development theory in the border and minority areas, but also a positive explore about the party’s national theory and policy on the new period.
