Starting in late twentieth Century, humanity has entered the post industrial society from industrial society, the social high uncertainty and high complexity feature saliency. The functions of the government began to expand with the surge in social uncertainty factors make government affairs is increasing, the government is no longer limited government. From the beginning of the first great depression, the government began to formulate policy with weakening the power of parliament. But government policy is facing a serious problem. The policy generated by "discussion" people express process to form a public policy in parliament. The government is omitted in the democratic process key direct policy. Therefore, the government set the policy face self value standard, from this sense, the government policy means that it has the autonomy. The government into the actors have autonomy in the government.Because of actors need to support the concept of government service value, so the management oriented government transformat to service-oriented government mode.The government pattern change means that the whole conversion of government functions, system concept, characteristics, patterns of behavior and the evolution of paradigms. The government’s "people" is the core factor for government’s transformation successful that in all the factors.Because of the work behavior of administrators is very important for system working and government functions can manifest.lt is impornt for the government of each composition factors have practical significance that administrative personnel can fulfill the tasks setting by the government.Therefore, the relevant government administrative personnel of the research data more informative, we analysis of a large research and find that most scholars analysis how to perfect the system of administrative behavior standardization with positivism methodology.This paper tries to break the administrative that behavior control research framework for problem oriented.This paper adopt to discuss the value level of the administrative staff with normative research method. Because of the value from the concept belongs to the category of abstract, it is difficult to analyze the individual character, the self cognition is a specific carrier of value. The role of an individual in the social relations of position on the behavior mode, adapt to it a specific scope of one activity and the status of rights and obligations and norms of behavior, social behavior is expected for a particular position in people. That is to say, the role of decision of the individual should take what kind of social responsibility, it is because of the individual responsible for some agency liability he will have the idea of self value. So, this paper selects the role as the entrance of analyzing problem, we discusss administrative personnel role evolution on the background of the transformation in the government.Specifically, they played the role of agent who in order to achieve the mission in management type government.Service oriented government administrative personnel in order to achieve the purpose of social cooperation governance, administrative personnel need to play the role of actors with the autonomy. Therefore, this paper chose the administrative personnel from the agent to the actor role transformation as the research subject. Because, service type government should play a guiding function.It need to have a match with the mode of government administrative personnel support. Administrative personnel in management type government can not do the job. The performer the role of administrative staff has to obey features and tools command rational personality, they only according to the command to execute the task. Service oriented government as function expansion, the administrative personnel undertakes the social affairs gradually increased, passive implementation has not practiced the government service function. Because of high complexity in the society makes the policy can not exhausted all the complexity factors, administrative personnel must have the capability to face the concrete analysis of concrete conditions and flexible action. The characteristics of high uncertainty makes the policy foresight has become increasingly difficult and inaccurate prediction in advance, the policy can not determine the processing mode of the administrative personnel that will have to face the facts. In order to service type government’s social objectives, we need rebuild administrative personnel with the role of actors t. So, in order to adapt to the service type government’s mode of function demand, administrative personnel must tanslate the role of agent to the role of actor.In order to shape the administrative staff of the role of actors, our line of sight can no longer stay in how to control the administrative behavior of the thinking level. The system itself is only a means but not purpose, we need to break through the thought of system control behavior. We were trying to reverse thinking to solve the problem is to regulate the administrative behavior, administrative behavior from the control oriented to give administrative personnel autonomy with legitimacy. We focused on how to make the autonomy of administrative personnel can maked service properties of color. Standardize administrative personnel autonomy need to find ideas in the framework of the service type government, the new government organization to replace the bureaucratic organization form. Along with the network technology is improving, linear communication will be transformed into virtual network organization form without boundary. In the new form of organization, administrative personnel’s behavior are put in more extensive cooperation system. Administrative personnel’s behavior is no longer just in order to implement policies and obedience to superior orders, administrative behaviors they need to be recognized social other cooperation governance system, the recognition of the other administrative personnel to construct the individual incentive the subjective consciousness of responsibility and self reflective ability. In a word, only by establishing the perfect administrative ecology to form have the consciousness of responsibility and moral sense of the administrative personnel, can we truly achieve the transformation of administrative personnel from actor to actor role.
