The Construction Of Service-type Government Under Administrative Ethicsfield Of Vision

The present times is changing fiercely with each new day. In the transformationtime,our government is facing the brand-new international and domestic situation.Along with the comprehensive realization of the scientific development concept,the concept of insisting humanism and harmonious development have been gradually accepted by more and more people. During the new time of comprehensively constructing an affluent society,the government is changing its functions in the fields of governmental concept, governmental pattern ,the method of management, the way of conduct and so on.The former reform has made certain progress in organization simplification,transformation of government functions as well as reduction of staff members and improvement of efficiency.Although the political structure reform is launched all along, it lacks certain breakthrough in the concept, thus causing the government to take two measures at the same time: on one hand,the government positively reduces some organizations and downsizes for efficiency, on the other hand, it unceasingly establishes the new organization and absorbs the new personel. precisely under this situation, our country has proposed the concept of constructing a"service-type government",which has become a hot topic of discussion by people of all walks in our society.In the 16th sesson,the communist party has made the comprehensive deployment of constructing a socialism harmonious society, and stressed we must construct a service-type government, then streng then social management and collective service function. This is the first time for our party to propose the service-type government in the form of document.In the 17th session, our party has clearly pointed out that we must speed up the administration structure reform and construct a service-type government. Obviously, constructing a service-type government has become one of the goals of the government reform, and the key link in handling the relationship between the government and the people.The present paper attempts to research the nature of the service-type government and obtain the administrative ethics thought development during the construction process, instead of researching the government function as formerly studied. The paper stresses what the government has done and will do, and neglects what the government is.It can be divided into five parts .The introduction part on the whole introduces the status quo of the research of the service-type government, and the writing thought of the author.The first part, firstly, puts forward the new public management theory and the new public service theory in the aspect of rebuilding and reshaping a government. Combining with the practice guided by the two theories in the developed countries,the author brings forth the time inevitability of the service-type government.Then presents the service-type government's statement and its developing process following the thought of reform under globalization condition.At last,it explores its basic connotation and chief feature from the theories and practical experience both at home and abroad.The second part, mainly states the moral basis and the time inevitability of constructing the service-type government.Taking from the viewpoints of social contract theory, fair and justice mentality and people's sovereignty theory, the author puts forward the moral basis in the aspect of showing the legality of the service-type government, thus untying the moral foundation of"what is the government"and"what will the government do!"When proving the necessity of constructing the service-type government, the article respectively describes its practical meaning in the following four aspects: the rapid development of knowledge based economy under informationization condition;the development of socialist democracy construction;the higher and higher prospect of citizens;the value pursue of the independent personality of the administrative personnel.The third part demonstrates the flaw occurred during the process of constructing the service-type government. It analyzes the existed ethics predicament at present in the following respects:Light sense of service,single government function and lack of senice function;dislocation of administrative value and imbalance of efficiency and fair;conflict of moral choice and flaw of administrative personality;transaction of money and power and administration corrupt the fourth part brings forth the concrete solutions to the problems proposed in the third part.Lt gives proposed some choices of the thoughts and the methods on the construction of service-type government under the administrative ethics field of vision in the following five aspects respectively:the reconstruction of the value core of the public welfare supreme servile;the construetion of the ethics concept and spirit of the government service the transformation of the government function from control to service;the cultivation of the administrative personality of the government public officials;the construction of the administrative ethics system.The concluding remark part has indicated that the process of constructing a service-type government is a long-term,complex and arduous task, so we need to complete the long-term exploration.
