| Driven by the knowledge-based economy and information society, the E-government is developing increasingly. With huge amounts of capital investment of government at all levels, the majority of network systems, operational systems, databases can not achieve to interchange in the true sense, thus the tracking assessment on the E-government system is an effective means of healthy and rapid development of our E-government.Based on a wide range of domestic and foreign literature, we made some research in this article as follows. First, we made a summary introduction to three relatively mature performance evaluation system of e-government system in the international arena. A comparative study and an analysis of their applicability and limitations to China's national conditions were done. Considering practical conditions of China and advanced design concepts of these systems comprehensively, we presented a progressive level of evaluation index system combined with the system performance and department performance based on value chain, so that the purpose of E-government was fully reflected. Then, we proposed to use triangular fuzzy numbers to determine the index weight with fuzzy information, and the impact of human factors wad reduced. After that, according to the integration ideas from qualitative to quantitative, we selected the method of qualitative to quantitative target based on the semantic properties, and transformed the experts'reorganization form perceptual knowledge into scientific quantitative understanding to make the evaluation system more scientific. At last, we pointed out the value chain performance according to the index system of value chain form, and a final evaluation on system performance was made according to risk and performance theory. A digital experiment was done to validate the performance evaluation system was scientific and effective. The evaluation system follows principles of scientific, systematic, operational, qualitative and quantitative combination with a certain extent application value. |
