| Cyber democracy is a new thing in the democratic process of human, and is the important result of human political life with Internet technology being applied. Its rise and development has a significant impact on the relationship between countries and citizens, parties and the masses, between governments and societies in the modern democratic political process of all countries in the world. What brought by cyber democracy is opportunity or risk to democracy in reality, that depends on the degree of development between cyber democracy and democracy in reality, and depends on their power, their conflicts, and their adjustment.In western countries, cyber democracy appeared earlier. Political parties use it for presidential elections and party elections, and it gets remarkable influence on the national democratic political life. The countries such as Britain and America keeping up with the trend of the development of science and technology and being based on complete democratic political systems in reality, apply cyber democracy to combine it with traditional real democracy, improving development of countries and parties, and development of government and society. The former Soviet Union and CPSU failed to meet the challenge of new technology, and their rigidified lagging traditional real systems failed to accommodate with new technologies and new ideas which led to the results of national disintegration and the party’s power losing. The attitudes of all old and big parties in the world to challenge of political ecology change, the strategy and results of them, give reference for researching on the reality life of China.Cyber democracy in China is a new form for citizens to participate in national democratic political life supporting by internet technology. It is the main part of China’s socialist democratic political construction, and is the important way of the CCP leading the people’s governing the country. Democratic participation and political consultation as well as democratic political views such as internet voting which transmit in cyber space, is input and output of information between citizens and society with the party and government. The development of cyber democracy as the important way of Chinese citizens maintaining self-determination status and achieving the ownership Rights, makes a big difference of political ecology for democratic governance of the CPC. It brings with new adjustment about relationship between the party and the government with the citizens.Cyber democracy in China appeared later Compared it in western countries. It has different influence on relationship between countries and parties, and governments with citizens in different phases of development. In the same phase it still has big differences such as its role in nature, degree of its influence, and practice effects because of cultural differences between countries, democratic political quality differences of citizens, development phase differences of different countries’political civilization and difference nature of states. They are great theoretical and practical issues needed to be managed in process of modernization of Chinese democratic politics development and modernization of the CPC, that what influence of cyber democracy is on relationship between countries and parties as well as governments and citizens, especially what degree does cyber democracy affect on democratic governance of the CPC and how to show it, and what influence it has on relationship adjustment between cyber democracy and democratic governance on this development phase of Chinese Cyber democracy.This subject is carried out on base of views above guided by Marxist materialism and dialectics. Methods of politics and sociology as well as communications and so on and so forth are used to analyze problems of cyber democracy and democratic governance with the support of documents research, comparative study and case study. This study is designed to carry construction of socialist democratic politics with Chinese characteristics forward, and to realize China’s transformation to modern countries in process of cyber democracy development and democratic governance increasing. In this part the present situation and the frontier ideas is introduced, the basic connotation and denotation of cyber democracy is defined. It also contains the equality and convenience, high-efficiency and de-centralization characteristics of cyber democracy. Then it analyzes relationship among democracy, technology and media, researching on potential and limitation of cyber democracy, and interpreting general developmental rules of it. The value and influencing factors of cyber democracy in western countries researched in this part prepares for the relationship study about cyber democracy and democratic governance in China by way of observing status, function and developmental laws of cyber democracy in western countries and ruling parties’ activities. This section establishes a theoretic framework for the whole topic.Part three gives the origin and development of cyber democracy in China, and its influence on democratic governance. It shows concretely out relationship between the rise of cyber democracy in China and information, globalization, success and failure of old and big parties in the world controlling the media.
