A Research On System Management Of Safe Community

Safe community management is a systematic project, it covers not only the comprehensive utilization of resources and the coordination between various agencies within a certain area, but also involves many aspects of people’s life. People have paid much more attention on security aspects in the process of urbanization. The construction of safe community will help to provide a safe and stable social environment, meet people’s need on a higher level, and construct a security guarantee for a safe and harmonious society. For these reasons, the study of the construction of safe community reflects important theory value and the practice value.The thesis firstly makes an introduction, illustrates the research purpose and meaning, the background of the work, the research ideas and research framework. After that, the thesis reviews the related theories of safe community, discusses the connotation and internal relations among the safe community, safety comprehensive assessment, and safe community management mode on the basis of integrating existing research results.According to research situation about city security at home and abroad, the thesis analyzes the function of sub system, the composition and structurual relationship, establishes the conceptual model which describes the safe community system with the system theory. With the help of structural equation model, the thesis analyzes the three sub systems of safe community and their composition elements, quantitatively reviews the action mode of related factors, put forwards the effect path of each factor on community safety on the basis of data collection. According to the deficiencies of safety assessment study on safe community, the thesis establishes comprehensive evaluation index system of safe community construction from the aspects of community security background, community security environment and community safety capability. On the basis of the above mentioned analysis, it provides a safe community comprehensive evaluation model based on factor analysis method.At last, the thesis conducts an analysis among the following four safe community management mode: the type of government leading, the type of cooperation construction, the type of community autonomy organization leading and the type of enterprise leading, and it innovatively puts forward the interactive urban leading safe community management mode on the basis of the discussion of the features of the existing safe community management modes. The thesis also constructs a selection model of safe community management mode from the following three aspects: building safety background, reducing community vulnerability, and improving the safety capacity. By use of this model, the thesis compares different models and makes selection for the studied communities. It puts forwards the following conclusion: For the selected urban areas’ safe community construction, interactive urban leading management mode is the best solution, the government leading mode is suboptimal solution. It also proposes the concrete countermeasures of safe community construction.
