Biotechnology is the fastest-growing crop technology in the world.Transgenic technology,as the core of modern biotechnology,has been competed by all countries as a strategic focus for enhancing the international competitiveness of agriculture and seizing the commanding heights of science.Under such an international background,in order to ensure the healthy development of domestic industrialization of genetically modified crops,various countries have formulated a safety evaluation system for genetically modified crops in line with their own industrialization policy options.At present,the technology of GM crops in China is developing rapidly.However,due to China's prudent adoption of GM crops industrialization policies and the establishment of strict GM crop safety assessment systems,and the differences in legal regulations and practices between GM crop safety assessment systems,it is difficult to apply GM technology.It has been effectively applied in the short term and gradually derailed from international trends.In order to maintain the technological advantages of China's transgenic crops,ensure domestic food security and balance supply and demand,it is necessary to optimize the safety evaluation system for genetically modified crops in China and establish a safety evaluation standard management system in line with international standards,so as to create favorable conditions for the development of genetically modified crops.Based on the above,the full text is mainly discussed from the following aspects.First,the basic theory of the safety assessment system for genetically modified crops.Start with the definition of basic concepts and clarify the content and direction of research.At the same time,the interaction between industrialization and the safety evaluation system of genetically modified crops is clearly defined,focusing mainly on the impact of industrialization on the safety evaluation system of genetically modified crops and the practical significance of institutionalization on industrialization.Research on the safety evaluation system of genetically modified crops mainly includes the theory of interests and interest mechanisms,sustainable development theory,safety value theory,and risk management theory.Second,the comparative analysis of the international GM crop safety assessment system.Through the inspection of the safety assessment system of international organizations and extraterritorial GM crops,and comparing countries based on different safety evaluation models adopted for different benefit considerations or industrialization choices,it provides reference for China's GM crop safety assessment system.Third,the analysis of the safety evaluation system for genetically modified crops in China.This chapter combines normative analysis,comparative analysis,and empirical analysis to analyze China's existing genetic evaluation system for genetically modified crops,and combines the commonalities and differences between the U.S.and European Union systems,and finds that China's genetically modified crops of the theoretical and practical deficiencies in the safety assessment system include problems in legislation,management systems,specific systems,and supporting mechanisms.Fourth,through the above-mentioned analysis,we have put forward sound suggestions for China's GM crop safety assessment system from six aspects including legislative objectives and concepts,regulatory agencies,operating rules,supporting mechanisms,liability relief,and complex trait evaluation systems.
